Action Against Hunger began operations in Nigeria in 2010 in response to the high rate of chronic malnutrition in Northern Nigeria focusing on integrated programming. Action Against Hunger currently implements multi-sectoral humanitarian and development interventions in Northeast and Northwest Nigeria funded by AFD EU/ECHO French Government GAC GFFO SIDA US Government and WAM Foundation.


Action Against Hunger is currently looking to fill the role of MEAL Officerno ensure the implementation of the MEAL plan for the RESILAC programmes including monitoring progress against planned activities critical milestones and targets as well as providing support and guidance to program team and CSO/government counterparts to ensure that the data collection and analysis data management and reporting are of the highest possible quality.

Key Responsibilities:

Objective 1: Coordinate Data Collection Data Quality Management Analysis and State Level Reporting

  • Participate in the design of programme Monitoring and Evaluation Tools (registers reporting templates databases etc.) to track RESILAC projects.
  • Ensure timely and quality data collection for various assessments (needs assessments household registration baseline/endline surveys PDM KAP surveys FGD KIIs and others) by drafting the necessary quantitative and qualitative tools (data collection tools including coding) for review and validation by the technical team.
  • Support the Consortium MEAL Manager in drafting Terms of References for evaluations (Territorial diagnosis PDM Survey Feedback Days Review meeting Baseline Midline and Endline)
  • Perform timely and quality data analysis of MEAL data for different projects using Microsoft Excel or other statistical software ensuring it is reviewed and validated by the Consortium MEAL Manager and Consortium Coordinator.
  • Conduct monthly data analysis and prepare monthly programme monitoring reports.
  • Ensure the programme database is updated regularly.
  • Support programme feedback meetings with communities facilities and authorities.
  • Implement the Data Quality Assurance (DQA) system including conducting data quality assessments according to the M&E plan.
  • Support the Consortium MEAL Manager in data management for assessments analysis surveys evaluations and other research as required.
  • Plan forecast and facilitate the production and supply of M&E tools and materials to supported sites.

Objective 2: Support Programme Supervision Monitoring Evaluation Accountability and Learning
  • Support the Consortium MEAL Manager in monitoring RESILAC projects across all target communities and communicate findings and progress to Consortium MEAL Manager to Validate and share with the Consortium Coordinator and Program Manager.
  • Participate in the evaluation of RESILAC projects focusing on data management of evaluation datasets.
  • Disseminate evaluation and research reports and propose changes for improvement to the RESILAC Program Team.
  • Ensure timely and quality reporting of MEAL activities implemented by the team including surveys monitoring activities and other MEAL deliverables.
  • Lead in drafting and sharing all assessment and survey reports with the Consortium MEAL Manager and Consortium Coordinator.

Objective 3: Support Documentation Reporting Knowledge Sharing and Effective Feedback Mechanism
  • Support coordination of RESILAC project reviews and reports on a monthly quarterly biannual and annual basis as required.
  • Participate in the dissemination of program information to communities beneficiaries and other stakeholders through a regular feedback mechanism.
  • Build staff awareness and commitment to a feedback and complaints mechanism ensuring all Standard Operating Procedures (SOPs) and ACF core policies are respected.
  • Support the setup of various feedback and complaints response mechanisms in relevant project locations.
  • In remote management areas establish accountability focal persons (training regular meetings tracking their reporting requirements).
  • Ensure queries from the hotline are answered while adhering to ethical and professional behavior in accordance with ACF SOPs and HAP guidelines.
  • Refer program-specific complaints to relevant program managers for resolution ensuring sensitive complaints (level 4) are referred to senior management per SOPs.
  • Ensure all feedback complaints and responses are lodged in the Feedback and Complaints Mechanism (FCM) database from all channels and that complaints are resolved within the appropriate timeframe.
  • Validate the FCM database on a monthly basis and submit specific project reports for donor reporting when relevant.
  • Follow up and receive weekly feedback and case status progress related to internal cases referred to programs/projects ensuring all actions taken are documented and feedback is provided to the complainant.
  • Support the management of the beneficiary complaints and feedback mechanism database.
  • Update the shared drive and project team space with program monitoring documents regularly.
  • Support in recruitment training and supervision of enumerators during data collection.
Objective 4: Support Donor Reporting and Proposal Development
  • Provide support for donor reports and proposal inputs as requested by the Consortium Coordinator Consortium MEAL Manager Head of Department (HOD) - MEAL or Deputy Head of Departments (DHODs) - MEAL.
  • Collaborate with program teams advocacy and knowledge management teams to identify lessons learned and best practices.
  • Produce case studies and success stories through collation and analysis of MEAL information.

Position Requirements:
  • Minimum of a Bachelors degree in Economics Rural Development Business Administration statistics demography international development public health STEM courses or related subject with previous experience working in humanitarian projects.
  • 2-3 years of previous experience with local or international NGOs.
  • Proven experience in MEAL for humanitarian or development programs
  • Previous experience with FSL WASH and Health and Nutrition project
  • Demonstrated knowledge of MEAL concepts and international humanitarian quality standards
  • Proficiency in the use of MS Excel or other statistical packages. E.g SPSS STATA ODK SPHINX; experience in statistical analysis data collection collation analysis and report writing including practical experience with mobile data collection tools and methodologies
  • Fluency in English Hausa and Kanuri.
  • Strong communication and interpersonal skills.
  • Ability to work effectively with teams government institutions and development partners. Excellent team budget and project management competencies.
  • Demonstrated independence adaptability and flexibility in dynamic work environments.
