It is responsible for safeguarding and preserving lives and property through prevention protection and preparation as well as the care custody and supervision of all adults sentenced for violating North Carolina laws. This department includes state prisons with custody healthcare and facility operations staff as well as probation/parole officers who supervised sentenced people in the community. Description of Work

The responsibility of the Administrative Officer I is to assist with administering and managing the complete business and personnel management functions within the Division of Rehabilitation and Reentry.

This position will have management and supervisory responsibility for budgets accounting and personnel. This position will assign and monitor the work efforts of subordinate staff. This position will be responsible for assisting with the functions of planning and monitoring budgets approval of expenditures purchasing of goods and contractual services inventories monitoring of temporary employees and personal service contracts and fiscal audit functions. This position will assist with overseeing the overall personnel operations to include but not limited to hiring benefits timekeeping and staff disciplinary actions.

This position requires a thorough knowledge of the principles and practices of business administration as it applies to government programs. Considerable knowledge of state rules and regulations is required concerning personnel management practices as well as accounting budget and purchasing practices and procedures. The person in this position needs the ability to plan assign and supervise subordinate employees as well as the ability to initiate and implement administrative programs and procedures. Sound judgement and discretion in applying and interpreting administrative policies and procedures is required. The person in this position needs to have the ability to establish and maintain effective working relationships with the division departmental personnel and the general public.

Management Preference

  • Experience in Budgeting Accounting Purchasing and Human Resources.
  • Experience as a Supervisor and/or managing subordinate staff.
  • Experience working with the Human Resources Integrated Payroll System (formerly BEACON).
  • Experience working in Workday. Experience working in NCFS.
