Responsibilities
- Oversee strategic initiatives and collaborate with internal stakeholders to enhance operational efficiency and ensure alignment with the strategic objectives of the Information Technology Services Department
- Lead IT procurement contract and vendor management review identify optimization opportunities propose and develop solutions for process improvement and streamlining
- Engage closely with departments and internal teams on new/renewal procurement activities to ensure value for money fit for purpose and timeliness
- Consolidate project governance frameworks to streamline processes to ensure they are both lean and robust establish portfolio management procedures to prioritise projects based on strategic value resource availability and risk. Support the change management to the stakeholders (e.g. project managers and the team leads etc.)
- Design and support management reports performance metrics and dashboards to monitor financial project and portfolio performance enabling data-driven decision making
- Assist the Project Management Office (PMO) in ensuring adherence to governance standards and promptly escalate any deviation from internal standards to senior management
Requirements
- Degree in Business Administration Finance or equivalent
- A minimum of 8 years relevant experience of which 2 years should be at senior supervisory level
- Possession of certification in the relevant practice such as Agile Lean Six Sigma Project Management Professional (PMP) and PRINCE2 is preferred
- Proven experience in IT procurement and / or process management including PMO improvement initiatives and change management
- Strong business acumen with demonstrable competency in business planning and strategy development
- Strong knowledge of project management methodologies and key financial metrics for IT projects
- Strong analytical problem-solving interpersonal and influencing skills with good command of both written and spoken English and Chinese
