Assistant Human Resources Officer

Organizational Setting and Work Relationships
Assistant Human Resources Officer will function under direct supervision of the (Senior) Administrative or Human Resources Officer. Incumbent will handle HR related activities within the country/ operation and he/she may directly supervise coach and guide locally recruited staff responsible for the personnel administration and other HR related matters. He/she will assist the (Senior) Officer responsible for Administration/ Human Resources in the process of staffing and budget reviews recruitment and appointment of staff and in the performance management and staff welfare issues. Incumbent will have close working relationship with the staff-related services in UNHCR such as the Personnel Administration Section (PAS) Affiliate Partnerships and Recruitment Section (APRS). Assignments Management Section (AMS) Talent Development and Performance Section (TDPS) Staff Health & Wellbeing Service (SHWS) and Global Learning and Development Centre (GLDC).

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities in line with the regulatory framework of UNHCR which includes the UN Charter UN Staff Regulations and Rules UNHCR Policies and Administrative Instructions as well as relevant accountability addition staff members are required to discharge their responsibilities in a manner consistent with the core functional cross-functional and managerial competencies and UNHCRs core values of professionalism integrity and respect for diversity.

Duties
- Provide input in the preparation of the annual operations programme review submissions and in the review of the training needs of the staff making appropriate proposals to meet identified needs.
- Advise and counsel staff members on their rights obligations benefits and entitlements in line with UN/UNHCR staff rules and regulations.
- Assist in timely advertising and filling of General Service and National Officer vacancies. Prepare submissions for the review by the local Assignments Committee (AC). Process recruitment assignment and reassignment of local staff for the country operation in accordance with UN/UNHCR rules and procedures.
- Conduct regular audit and verification of personnel records in the office including audit of MSRP entries into HR module as well as of the attendance overtime and leave records. Monitor maintenance of the daily tracking system to ensure accurate information is provided on staff and families in case of emergency. Provide support guidance and training to all staff performing personnel administration and other HR related functions.
- Brief newly-arrived international staff on related administrative formalities; process and follow up on their accreditations and other related documents and arrange for their onward travel to the field office if applicable.
- Supervise administration of UNHCR medical insurance plan for locally recruited staff. Assist staff and dependants in case of medical evacuation.
- Assist in HR related activities of the security evacuation plan ensuring relocations/evacuations are managed and administered in line with the provisions of the UN Security Management System Policy.
- Maintain liaison with the support sections and divisions at headquarters specifically with DHRM on matters related to the recruitment and personnel administration support medical and other issues of staff welfare and safety.
- Enforce local compliance with the UN/UNHCR staff rules and regulations as well as with the performance management system.
- Clear issuance and extension of contracts for locally recruited staff.
- Clear payments related to personnel issues such as settlement of travel claims overtime claims hazard pay MIP reimbursements medical and security evacuations shipment costs.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile

Prior experience in recruitment-related activities including vacancy management interview coordination onboarding and preparation of recruitment documentation for national international and affiliate workforce.
Excellent written and verbal communication skills with the ability to draft HR correspondence standard operating procedures (SOPs) and policy guidance documents.
Proven ability to manage multiple priorities meet tight deadlines and work independently with minimal supervision.
Experience supporting the administration of various workforce categories with a sound understanding of UN/UNHCR HR policies and procedures.
Demonstrated ability to analyze HR data prepare workforce planning reports and identify trends to support decision-making.
Strong interpersonal skills with the ability to engage effectively with staff at all levels across diverse operations.
Flexibility and adaptability to respond to evolving operational demands shifting priorities and organizational change in a fast-paced environment.
Familiarity with staffing planning exercises position management and the use of tools such as COMPASS or other position planning platforms is an asset.
Hands-on experience with Workday and/or similar ERP systems (e.g. Oracle ASHI) is mandatory.
Experience supporting or facilitating HR or system-related trainings (e.g. Workday walkthroughs HR induction sessions) is an advantage.

The Security Level for Amman and the rest of the country is assessed at Level 1 (MINIMAL) except the northeast Jordanian Syrian border area where it is assessed at Level 3 (MODERATE). Road traffic accidents remain a pertinent risk to staff. Vehicle travel is difficult at certain times due to adverse weather conditions low visibility and/or heavy traffic.

The MENA region encompasses 17 operations with a workforce of over 2500 staff and affiliate personnel operating in diverse and complex contexts. Within this dynamic environment the Regional Bureau in Amman plays a central role in supporting field operations and ensuring strategic responsive and compliant human resources (HR) management across the region.

To support this mandate the Regional HR team provides comprehensive guidance coordination and oversight in key HR areas ensuring alignment with organizational policies and strategic workforce goals.

The Assistant Human Resources Officer will report directly to the HR Partner for MENA and will work closely with the broader HR team in the Bureau. The incumbent will contribute to regional HR initiatives and day-to-day support activities focusing on workforce planning HR analytics data review and policy guidance. S/he will be expected to analyze HR trends support HR policy implementation and provide input on staffing and organizational planning efforts across the region.

The position will also support case management activities contribute to regional Workday-related initiatives and process enhancements and assist in coordinating key HR exercises and staffing reviews. The incumbent will serve as a point of contact for country operations on various HR requests ensuring timely responses and quality service delivery and promoting consistency and compliance across the region.

Given the scale and diversity of operations in MENA the position requires a high level of analytical ability proactivity communication skills and attention to detail. A service-oriented mindset and familiarity with HR systems particularly Workday will be essential.
