Duties and Responsibilities
* Denotes essential functions
  1. *Plans organizes coordinates and manages the employee development training and accreditation activities of the University of Hawaii at Manoa (UHM) Department of Public Safety (DPS).
  2. *Assists in the overall planning and management of safety and security activities of UHM DPS.
  3. *Ensures efficient/effective operation of the UHM DPS employee development training and accreditation functions and activities.
  4. *Ensures department personnel compliance with University policy and procedure along with department general orders and standard operating procedures.
  5. *Assists in the development of multi-year goals objectives and strategic plans.
  6. *Assists in the development and administration of department programs policies and procedures.
  7. *Creates and monitors employee development training and accreditation related operating budgets and approves the expenditure of funds.
  8. *Participates in the recruitment selection training evaluation and discipline of department staff.
  9. Represent the University to local state and federal law enforcement fire or safety and security agencies as assigned by the Chief.
  10. *Coordinates the scheduling and assignment of staff to training classes as needed and/or required.
  11. *Plans manages and supervises the department Field Training and Evaluation Program Communications Training and Evaluation Program and Supervisor Training and Evaluation Program.
  12. *Plans and manages accreditation activities including operational self-assessment file maintenance proof collection completion of time-sensitive activities and reports on-site assessments and other related duties and activities.
  13. *Responsible for the research development revision dissemination and training of UHM DPS Policy & Procedural Orders.
  14. *Responsible for the research development revision dissemination and utilization of the UHM DPS Employee Development Manual.
  15. *Responsible for administering the department Career Development Program.
  16. *Responsible for the collection and analysis of statistical data regarding employee development and training activities.
  17. *Prepares detailed analyses and reports for management review.
  18. Ensures department compliance with the Campus Safety (Jeanne Clery) Act Title IX and other regulatory requirements related to employee development training and accreditation.
  19. Maintains departmental standards for accreditation that includes planning coordinating and managing accreditation activities projects and processing.
  20. Completes and submits required reports and forms for accreditation; prepare and maintain appropriate reports and communications.
  21. Coordinates CPR and AED training for the UH Manoa campus.
  22. Coordinates the development training and maintenance of UH Bike Patrol program.
  23. Creates publishes and maintains the Annual Training calendar reflecting all mandatory and recurring training for DPS personnel.
  24. Gathers and analyzes data; monitors and measures agency adherence to accreditation standards.
  25. Identifies verifies and reconciles compliance activities correcting any noted deficiencies through policy training or other administrative measures.
  26. Acts as the coordinator of policy development by suggesting areas of new policy development maintaining and updating existing policy and includes annual and semi-annual reviews of all department policies.
  27. Serves as department liaison to CALEA as well as accreditation managers of other local county and state agencies. Attend periodic meetings and conferences professional workshops and training related to CALEA standards.
  28. Serves as the agency representative to and liaison with CALEA for all accreditation matters.
  29. Updates and provides training to command staff of professional standards and changes to any CALEA standards or changes to the CALEA accreditation process.
  30. Provides presentations to command staff and department personnel about accreditation policies and other planning issues.
  31. Other duties as assigned
Minimum Qualifications
  1. Possession of a baccalaureate degree in Education Criminal Justice Criminology Sociology Public Administration or related field and 3 year(s) of progressively responsible professional experience with responsibilities for the principles and practices of employee development and/or training methods techniques and procedures; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
  2. Considerable working knowledge of principles practices and techniques in the development of employees and training in the area of safety security law enforcement or related field as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.
  3. Considerable working knowledge and understanding of applicable federal and state laws rules regulations and theories and systems associated with principles and practices of employee development and training methods techniques and procedures.
  4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.
  5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing software.
  8. For supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.
  9. Professional experience in campus security law enforcement or other institutional safety and security.
  10. Ability to interpret and apply laws rules and regulations to a variety of work situations; communicate effectively and work with a wide variety of people including the University community general public and supervision of staff.
  11. Ability to travel for purposes of attending meetings training and other activities.
  12. Ability to work beyond normal hours including evenings weekends and holidays.
