About the Office of Commissioner Rodney Ellis

There are four precincts in Harris County. The four elected commissioners along with an elected county judge serve as members of Harris County Commissioners Court the administrative head of the countys government. Commissioner Rodney Ellis represents the constituents of Precinct One.

With approximately 1.17 million residents Harris County Precinct One is a diverse urban precinct that covers 363 square miles. Precinct Ones multiracial multiethnic population is roughly 33 percent African American 38 percent Latino 21 percent Anglo 6 percent Asian and 2 percent other or multiple One stretches south to Brazoria County and reaches into eastern and northern sections of Harris County. The Precincts territory includes a large section of Downtown Houston including the Downtown Harris County Courthouse Complex Toyota Center Minute Maid Park and the BBVA Compass Stadium. Other notable landmarks include the 263acre NRG Park Complex and the renowned Texas Medical Center. The Precinct is also the higher educational home to Houston Community College Rice University Texas Southern University the University of Houston and the University of St. Thomas. Precinct One manages more than 21 parks 10 community centers numerous hikeandbike trails three maintenance service centers and several area offices all of which provide an array of services to Precinct One residents.

What you will do at Precinct One:

The Director will be an integral member of Precinct Ones senior management team reporting to the Chief Financial Officer and responsible for the establishment and successful execution of the functions and objectives of the Finance Division


Essential Duties and Responsibilities

  • Provide daily leadership and management in the planning and directing of the activities of the Finance and Budget division which includes training and developing employees; evaluating performance and providing coaching.
  • Develop and implement financial and operational policies and procedures including inventory control and purchasing policies and procedures that make the Precinct a trustworthy steward of public resources and improve efficiency and compliance. Incorporate best practices for public budgeting and finance including applicable practices advised by the Governmental Accounting Standards Board (GASB) and the Government Finance Officers Association (GFOA) as well as County and Statemandated guidelines.
  • Oversee and support officewide purchasing to ensure fair access to procurement opportunities for constituents while maintaining compliance with laws and policies and ensuring costeffective spending.
  • Lead the development and execution of the Precincts budget and affiliated nonprofits budget in close collaboration with Precinct leadership including providing training and support to Precinct divisions for their budget submissions; managing the collection and compilation of budget submissions for review by Precinct leadership (including forecasting analyzing variances between actuals and budgeted amounts); and supporting the decisionmaking process.
  • Prepare and review financial reports on a monthly quarterly annual and adhoc basis to support Precinct leadership in making informed financial decisions and provide wellfounded recommendations based on identified trends and variances.
  • Other duties as assigned.
