Now Hiring: Join Central City Concerns clinical leadership team as our Clinical Services Manager (RN)

Location: Central City Concern Old Town Clinic 727 W. Burnside Street Portland 97209; Downtown Portland)

Schedule:Monday Friday (Approx. 8:00am 5:30pm)

Compensation (Salaried): $106766.40$149468.80 (Final rate of pay dependent on years of formal RN/relevant experience internal equity review)

MINIMUM QUALIFICATIONS (REQUIREMENTS)

  1. Required:Current RN license in the State of Oregon.
  2. Required: Three 3 or more years of progressively increasing responsibility in nursing.

PREFERRED QUALIFICATIONS (GREAT TO HAVE BUT NOT REQUIRED)

  1. Preferred: Bachelors of Science in Nursing preferred.
  2. Preferred: Three 3 years experience in health care management preferred.
  3. Preferred: LEAN Green Belt preferred.
  4. Preferred: Change Management/Project Management experience.
  5. Preferred: Demonstrated Quality Improvement experience.
  6. Preferred: Experience working with Medical Assistants (MAs).

SUMMARY:

The Clinical Services Manager is responsible for maintaining the smooth clinical operation of Old Town Clinic. The Clinical Services Manager is part of the primary care clinic leadership team and reports directly to the Director of Nursing.

Old Town Clinic is a healthcare for the homeless teambased patientcentered primary care home with integrated substance use disorder treatment and mental health services. OTC is a fun engaging and challenging workplace. The staff here love coming to work every day and feel connected to the clients we serve. We approach our clients from a harmreduction traumainformed and strengthsbased approach.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Administrative Supervision: Supervision of clinical support staff including care team RNs and other personnel as assigned. Responsibilities include hiring conducting regular performance evaluations coaching reviewing requests for time off and schedule changes discipline and termination of assigned personnel. Plan and facilitate regular department meetings.
  2. Clinical Supervision: Observe engage and coach Clinical Support staff regarding clinical practice patient interaction and documentation. Ensure that nursing and practice of unlicensed assistive clinical staff meets or exceeds acceptable standards including development implementation and maintenance of clinical competencies for nursing and medical assistant staff.
  3. Operational Oversight: In partnership with the Clinic Manager Client Access Manager and Associate Medical Director oversee operations of site. Clinical operations responsibilities include adequate and appropriate clinical staffing supplies and efficient flow of patients through the clinic. Clinical services manager oversees and may delegate management of clinic vaccines UDS testing clinic supplies autoclaving of equipment lab equipment supplies point of care testing and other items as they arise. Coordinate ordering and management of clinic medications with pharmacy staff. Oversee contracted phlebotomist and lab operations in partnership with offsite contracted thirdparty supervisor.
  4. Nursing Practice: Be available as a clinical consult for triage and/or clinical visits as appropriate and ordered by providers.
  5. Staff Development: Design and implement education curriculum to ensure that clinical staff have the knowledge and tools needed to provide patient care. Anticipate new educational needs in preparation for new workflows and processes.
  6. Practice Improvement: Under the guidance of CCC leadership clinical services manager is responsible for implementation and development of new initiatives and interventions that align with the mission and vision of CCC. This includes the integration of new services into preexisting workflows coordinating with staff to build buyin and facilitating and evaluating tests of change.
  7. Quality Improvement: Participate in setting goals and objectives for clinic site facilitate the achievement of those goals evaluate progress and modify processes and/or objectives as needed based on objective data. Support staff engagement in Quality Improvement initiatives and culture of QI.
  8. Policy Improvement: In partnership with Medical and Nursing Leadership and the Quality Management department assist in the development and implementation of new policies and procedures following approval. Independently develop and implement additional policies and procedures as needed to ensure safe and effective operations. Ensure maintenance of and adherence to existing policies.
  9. Incident Response: Partner with directors and operations manager to initiate response to any incidents that arise inclinic or prevent businessasusual examples include acts of violence network downtime inclement weather.
  10. Coordination of Care and Services: Coordinate with staff across multidepartmental clinic and multiple disciplines to provide the highest quality of customer service and clinical care. Maintain effective communication with all clinic staff.
  11. Customer Service: Demonstrate personal attentiveness responsiveness and prompt followup to all external and internal customers. Assist with resolving patient complaints and grievances and monitor customer service throughout the clinic.
  12. Management of Behavior Issues: Using traumainformed principles assists other staff in deescalating and managing patient behavior issues in a strengthsfocused approach using established behavior agreement and exclusion process.
  13. Community Engagement: Represent the Old Town Clinic/Primary Care/Central City Concern at meetings or events with strategic partners payors educational organizations and community stakeholders.
  14. Financial Responsibilities: Review code and process invoices time sheets credit card paperwork requisitions and check requests and forward to CCC Administrative Office in a timely manner per Accounting & HR policies.
  15. Compliance Responsibilities: Monitor clinic compliance with all CCC policies and procedures and contractual requirements.
  16. Work as a member of the OTC multidisciplinary team to deliver comprehensive client centered and trauma informed integrated services.
  17. Actively participate in the integration of services at the Old Town Clinic and identify new opportunities to improve collaboration between and within service and care teams while carefully following informationsharing guidelines.
  18. Proactively identify opportunities for improvement within Old Town Clinic workflows and logistics. Participate in review of Old Town Clinic Key Performance Indicators; review and contribute to continuous improvement opportunities and plans.
  19. Build understanding of and appreciation for diversity among Old Town Clinic clients and support their connection to culturally responsive and culturally specific services as requested.
  20. Adhere to all state and federal privacy regulations including HIPAA and 42 CFR Part 2 and to CCC policies and agreements regarding confidentiality privacy and security. Support compliance with all privacy and security requirements pursuant to community partners and outside providers patient confidentiality agreements including privacy and security requirements for EMR access. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department as well as to your supervisor or their designee.
  21. Ensure clinical privileging requirements are met for all direct reports pursuant to CCCs Privileging Policy.
  22. Attend all mandatory CCC trainings in a timely manner.
  23. Perform other duties as assigned.

  8. Ability to work well as a member of an integrative housing employment and healthcare setting comprised of various disciplines. Healthcare disciplines include allopathic naturopathic mental health and addiction treatment professionals as well as case managers and paraprofessionals.
  9. Ability to be a detail oriented flexible dependable positive team player.
  10. Proficient in Microsoft Office software (Excel Word PowerPoint Access and Microsoft Outlook) and electronic medical records preferably centricity.
  11. Experience with office machines (Fax photocopier printers postage machines etc.
