Job Summary

Position Description

The Development Services & Permits Division facilitates safe and responsible development construction and occupancy of buildings and properties in our 2023 the division issued over 57000 permits with a construction value of $11.15B. In addition the division conducted over 41000 inspections and almost 85000 plan reviews. We strive to provide prompt and courteous service to our customers ensuring compliance with all applicable laws and regulations. The Plan Reviewer position resides within the Public Review Team of the Harris County Permits Office. The position works within a team that performs a technical review of engineering plans to determine conformance with Harris County regulations. During emergency response situations for our community such as hurricanes or floods the position may be tasked with additional duties.

Job Duties:

  • Review construction plans subdivision plans and utility plans submitted to ensure compliance with Harris County Design Standards and all applicable local state and federal codes and guidelines.
  • Convey detailed instructions relative to permitting.
  • Perform data entry of the requirements related to the issuance of permits.
  • Communicate with the public by telephone email and in person to inform them of specific aspects of the regulations.
  • Interface with various sections of the Permit Office through verbal and written communication.
  • Position involves performing multiple tasks meeting deadlines and occasionally working extended hours.
  • Performs daily functions with minimum supervision.
  • During emergency response situations for our community such as hurricanes or floods the position may be tasked with additional duties.
  • Performs other duties as assigned.

Requirements


Education:

  • Associates degree in civil technology Civil Engineering Construction Management or other closely related fields.

Experience:

  • A minimum of two (2) years of experience in Civil Construction or a Civil Engineering-related field is preferred.

Knowledge Skills & Abilities (KSAs):

  • Must be able to read construction drawings and topographical maps.
  • Must have good verbal and written communication skills and must be able to communicate effectively with the public.
  • Have working knowledge of regulatory agencies and their impact on Engineering Planning.
  • Must be able to utilize Microsoft Office Programs.

Emergency Deployment & Continuity of Operations Requirement:

In accordance with Harris Countys Continuity of Operations Plan (COOP) Policy this position is subject to emergency response and deployment protocols. The employee may be designated as supporting a Mission Essential Function (MEF) and must:

  • Participate in the classification process of departmental staff based on MEF responsibilities.
  • Be available for temporary deployment to an alternative work location role or telework assignment during emergency events.
  • Confirm work assignments with their supervisor prior to reporting to any worksite during such events.
  • Remain flexible in assuming alternative duties as directed to support County operations continuity.

Preferences

Education:

  • Bachelors degree in civil technology Civil Engineering or a related field is desired.

Experience:

  • A minimum of four (4) years of experience in Civil Construction or a Civil Engineering-related field is preferred.

Knowledge Skills & Abilities (KSAs):

  • Knowledge of: Principles and practices of civil engineering and surveying including design construction drainage and operation; residential and commercial development methods materials and techniques used in construction.
  • Skills in: Civil Engineering design; Drafting; Construction.
  • Ability To: Experience establishing effective working relationships with co-workers developers private engineers and members of the public; performing technical reading and writing; effectively utilizing engineering design standards; assessing and prioritizing multiple tasks projects and demands; taking initiative and exercising sound independent judgment within areas of responsibility.
  • Bilingual in Spanish and/or Vietnamese.

General Information


Position Type and Typical Hours of Work:

Full-Time Regular 40 hours per week.

Subject to early mornings late evenings weekends and holidays at times depending upon the project or workload.


Salary: Commensurate experience based on 26 pay periods.


Physical Demands and Environmental Exposure:

  • Most assignments will be performed in an office meeting or operations command center environment but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).
  • This position requires bending stooping and lifting up to 25 lbs. frequent walking standing sitting reaching and ascending/descending stairs.
