Job Summary:

The Vendor Performance Analyst will support the Department for Employee Trust Funds (ETF) with the development and deployment of processes to track, monitor, evaluate, and analyze health plan and other vendor performance measures and deliverables. In addition, the position will be responsible for working with staff to identify business needs to design, develop and deliver a variety of reports and dashboards to make data available for staff and management to monitor vendor compliance and performance.

Essential Duties and Responsibilities:

Support staff with the evaluation of health plan and other vendor performance measurement data collection, how reporting is used, distributed, and analyzed, and opportunities to change, eliminate, or add to performance measures and reporting requirements.

  • Establish a solution for tracking incoming health plan and other vendor performance measurement reports.
  • Create a process to track and assign receipt, compliance, analysis and evaluation of incoming vendor performance measurement reports.
  • Work with staff to develop escalation process and follow up with vendors not in compliance with the performance measurement requirements.
  • Evaluate performance measurement reporting to recommend changes to gain efficiencies and improve data quality where appropriate.
  • Work with staff responsible for analyzing performance measures and processes to review, distribute, and present information to the Board.
  • Support staff in implementing recommendations from internal and external auditors.
  • Support staff in the compilation and analysis of data and deliverable reporting submissions from health plans and other vendors.

Required Skills

  • Establish efficient communication and submission processes including formatting, organizing, and storing of health plan data and deliverable reporting submissions, including data sets and results. This may also include the creation and maintenance of submission standards.
  • Develop strong quality review process for aggregating and summarizing deliverable, reporting and data submissions.
  • Analyze and review deliverable, reporting, and data submissions to determine if the submission meets the Department's requirements and draft communication to submitters as appropriate.
  • Design, develop and deliver a variety of reports and dashboards to make data available for staff and management to monitor vendor compliance and performance.
  • Evaluate vendor submissions to recommend changes to gain efficiencies and improve the completeness and quality of the data.

Preferred skills:

  • Working knowledge of contract development, administration, and performance evaluation methods, monitoring principles, and techniques.
  • Knowledge of and ability to interpret and analyze statistical data and information.
  • Ability to prepare quantitative reports, including creating and constructing graphs, charts, and tables to effectively display data for use by others in making management decisions.
  • Skill in Microsoft Office Suite products (Outlook, Word, Excel, Teams, etc.), to include demonstrated skill with Microsoft Excel (pivot tables, link workbooks, plug-ins, formulas, etc.).
  • Ability to communicate effectively in writing and verbally with all levels of management, staff, and customers.
  • Demonstrated ability to be self-motivated and self-directed - must be inquisitive and seek answers to complex questions without being prompted.
  • Ability to manage multiple tasks and ensure timely delivery of analyses and reports.
  • Demonstrated ability to work with multi-disciplinary groups, including those external to the ETF, and to represent ETF in a professional manner.

    • Basic Qualifications mentioned above.
    • Experience with visualization tools such as PowerBI, Tableau or QlikView.
    • Knowledge of information system and data processing.
    • Knowledge of healthcare claims payment systems, phone systems, to include the associated reporting software.
