Brief Job Overview
Working under the guidance of the Country Director and USP HQ Global Finance the Senior Finance & Operations Officer oversees the day-to-day finance accounting procurement logistics and administrative functions of the USP Nigeria Office. The role is responsible for ensuring accurate financial management compliance with donor and statutory requirements effective budget monitoring and timely completion of audits and statutory filings. The incumbent also supports procurement and operational processes in alignment with USP and donor policies ensuring transparency efficiency and value for money. As a key member of the Nigeria team the Senior Finance & Operations Officer ensures strong internal controls and operational support to facilitate effective program implementation.

The Senior Finance & Operations Officer has the following responsibilities:
- Lead and manage all finance and accounting functions including accounts payable payroll processing invoice review and processing account reconciliations and preparation of tax returns in compliance with local statutory requirements.
- Support overall program budget management financial analysis and expenditure monitoring to ensure alignment with approved budgets and funding agreements.
- Ensure the accuracy completeness and timeliness of all financial transactions exercising sound judgment to confirm that costs are reasonable allocable and compliant with USP donor and local government regulations.
- Coordinate and lead annual and project-specific audits including the preparation compilation and submission of required supporting documentation and ensure timely completion of all statutory filings.
- In collaboration with USP HQ Global Finance and the Procurement team managing procurement of goods and services in accordance with donor requirements and USP policies ensuring processes are transparent efficient ethical and deliver best value.
- Provide guidance and oversight to strengthen procurement and operational controls within the Nigeria office.
- Oversee administrative and logistical support for donor-funded activities in Nigeria and the region including travel coordination (domestic and international) and organization of meetings workshops and trainings for staff partners and stakeholders.
Who is USP Looking For
The successful candidate will have a demonstrated understanding of our mission commitment to excellence through inclusive and equitable behaviors and practices ability to quickly build credibility with stakeholders along with the following competencies and experience:
- Bachelors degree in Finance Accounting or a related field.
- Minimum of 58 years of progressively responsible experience in accounting and/or financial management preferably within the nonprofit and/or international development sector.
- Demonstrated experience working on international donor-funded projects in Nigeria is required.
- Strong self-management skills including motivation adaptability and the ability to perform effectively under pressure while projecting professionalism integrity and sound judgment.
- Proven ability to work both independently and collaboratively within a team environment; demonstrate initiative problem-solving skills and the capacity to prioritize and manage multiple tasks simultaneously while meeting deadlines.
Additional Desired Preferences
- Strong knowledge of applicable local and national laws regulations and policies governing financial and administrative processes.
- Proficiency in MS Excel Word and PowerPoint as well as accounting software; experience with QuickBooks is preferred but not required.
- High level of attention to detail with strong analytical critical thinking and problem-solving skills.
- Demonstrated ability to work both independently and collaboratively within a team environment effectively prioritizing and managing multiple tasks while meeting deadlines and maintaining composure under pressure.
- Excellent organizational communication and interpersonal skills.
- Fluency in the national language and strong written and oral proficiency in English are required.
