Job Summary

Job Title: Director of Federal and Special Programs

Exemption Status/Test: Exempt/Administrative
Reports to: Superintendent
Dept./School: Administration

Primary Purpose:
Provide leadership and oversight for the districts student support services ensuring all programs comply with federal and state regulations. The Director will manage program budgets lead campus personnel in implementation and serve as the districts primary liaison for specialized student populations and compliance mandates.
Qualifications:
Education/Certification:
Masters Degree in Educational Administration or a related field
Certification:
Valid Texas Principal or Mid-Management certificate; valid Texas teaching certificate
Special Knowledge/Skills:
Ability to interpret complex data for program evaluation
Strong organizational communication and interpersonal skills
Knowledge of federal and state program compliance and reporting requirements
Experience:
Minimum of 35 years of successful classroom teaching experience; 3 or more years of campus or district administrative experience preferred.


Major Responsibilities and Duties:
1. Federal & State Programs Management
Federal Programs: Oversee the application process for all Title grants (Title I II IV) and ensure expenditures are allowable under federal guidelines. Complete all compliance reports and attend ESC 11 and ACET training sessions.
State Compensatory Education (SCE): Ensure district SCE requirements are met identify At-Risk students and manage the upload of improvement plans to TEA.
Special Programs (GT ESL 504): Coordinate district-wide identification training and PEIMS coding for Gifted and Talented English as a Second Language and Section 504 services.
2. Specialized Student Support & Liaison Roles
Homeless & Highly Mobile Liaison: Serve as the district contact for the McKinney-Vento Act; identify students in transition and provide staff training.
Early Childhood Coordination: Manage CLI Engage assessments and ensure accurate data uploads to the state PEIMS system.
Child Nutrition Liaison: Coordinate NSLP registration promote meal applications and facilitate mandatory Civil Rights training.


3. District Leadership & Compliance
Title IX Coordinator: Act as the designated coordinator for student and/or employee complaints regarding sex-based discrimination and harassment.
School Counselor Leader: Oversee the development and implementation of the comprehensive developmental guidance and counseling program in accordance with TEA standards.
SHAC (School Health Advisory Council): Facilitate at least four annual SHAC meetings maintain the district wellness plan and support campus-level wellness initiatives.


4. Fiscal & Data Management
Collaborate with the CFO and Superintendent to monitor grant expenditures and draw down funds regularly.
Use student performance data to evaluate program effectiveness and make recommendations for improvement.


5. Policy Reports and Law
Compile maintain and file all reports records and other documents required including mandatory reports to TEA.
Comply with policies established by federal and state law State Board of Education rule and the local board policy.
Follow district safety protocols and emergency procedures.

Environment: Frequent districtwide travel; occasional statewide travel
Mental Demands: Work with frequent interruptions; maintain emotional control under stress; handle sensitive and confidential information
