Job Summary

Required Qualifications

Education:

Bachelors or Masters Degree in Computer Science Information Systems Business Administration or related field (or equivalent work experience)

Experience:

Minimum 10 years of IT and business work experience with broad range of exposure to various technical environments and business segments (REQUIRED)
At least 3 years of experience managing team(s) responsible for strategic planning business development or client management (REQUIRED)
Experience working with a broad range of diverse and complicated business units (REQUIRED)
Must possess very strong business acumen (REQUIRED)

Strategic & Analytical Skills:

Ability to analyze and accurately and completely define processes and workflows to design efficient information solutions including missing or duplicate functionality in existing applications
Ability to evaluate information received from multiple resources and synthesize to most relevant findings
Strong strategic planning and business development capabilities
Ability to conduct gap analyses and develop success metrics

Documentation & Communication Skills:

Ability to produce legible and complete functional documentation in a way that thoroughly captures business processes and inputs/outputs of applications
Ability to interpret and communicate technical information both verbally and in writing
Ability to prepare executive-level briefing documents and present findings to senior leadership
Advanced skills with Microsoft products: Outlook Word Excel and PowerPoint

Project & Team Management:

Ability to plan organize coordinate and prioritize work assignments for self or lower-level analysts
Ability to work effectively with Project Managers and Business Analysts to build efficient viable solutions utilizing established Departmental standards
Strong facilitation skills for meetings with various professional levels including executives subject matter experts and external partners
Experience with proposal evaluation project management and procurement support

Preferred Skills:

Skill in performing QA reviews and providing valuable feedback to determine that standards are met and that documents are complete and comprehensive
Knowledge of learning management systems and educational frameworks
Experience with organizational transformation initiatives
Background in transportation or infrastructure-related fields

Soft Skills:

Excellent verbal and written communication skills at executive level
Strong strategic thinking and problem-solving abilities
Ability to work effectively in a fast-paced high-stakes environment
Professional demeanor when dealing with all levels of management staff and external partners
Strong business acumen and ability to align technical solutions with organizational objectives

Additional Requirements:

Valid Drivers License required
Must be authorized to work in the United States
Experience working on state government projects

Preferred:

Prior government/public sector experience
Experience with university partnerships and academic collaborations
