The Employment Security Department (ESD) is seeking a collaborative people-centered leader to serve as a WorkSource Supervisor.

You excel at guiding staff through change interpreting complex workforce policies and ensuring consistent high-quality service delivery. You are skilled at balancing operational needs with regulatory requirements fostering partnerships and supporting a culture grounded in equity customer service and continuous improvement.

This role oversees a team delivering core and intensive employment services across multiple workforce programs. You will ensure staff have the tools training and support needed to meet performance expectations comply with state and federal requirements and provide exceptional service to job seekers employers and community partners. Your leadership directly supports ESDs mission to strengthen Washingtons communities through equitable workforce solutions.

About the Workforce Services Division:

Workforce Services Division (WSD) is made up of three Lines of Business: WorkSource Central Operations System Support and Washington Service Corps (WSC). WSD administers the Labor Exchange (LEX) Migrant Seasonal Farmworker (MSFW) Veterans Services Trade Adjustment Assistance (TAA) and WorkFirst programs for job seekers and employers in Washington and provides job seekers with referrals to partners providing Workforce Innovation & Opportunity Act (WIOA) adult youth and dislocated worker training and support services.

Duties

As a WorkSource Supervisor you will manage daily operations guide staff development and coordinate with internal and external partners to ensure integrated customer-focused service delivery. You will oversee program performance budgets and compliance; build relationships with businesses and community organizations; and represent ESD within the workforce system. This position requires strong judgment adaptability and the ability to lead teams in a dynamic fast-paced environment. This position is based in Thurston County and requires in person attendance. Until a permanent office location is selected this position will report temporarily to Mason or Lewis WorkSource offices. This position is based in Thurston County and requires in person attendance. Some of what you will do:

  • Lead and support staff through coaching mentoring training and performance management to ensure high-quality service delivery
  • Plan assign and direct daily work across multiple workforce programs ensuring compliance with state and federal regulations
  • Interpret and communicate policy changes ensuring staff understand and follow agency procedures
  • Manage personnel functions including hiring evaluations corrective actions and adherence to collective bargaining agreements
  • Monitor and analyze program performance reconcile data and implement strategies for improvement
  • Oversee program budgets safeguard resources approve expenditures and support contract-related activities
  • Coordinate service delivery with internal teams and partner agencies to ensure consistent integrated customer support
  • Engage with businesses and community partners to promote WorkSource services and strengthen employer relationships
  • Represent ESD in community meetings outreach events and partnership activities
  • Respond to customer needs resolve complaints and support a safe secure and equitable service environment

Qualifications

Required:

Option 1: One year experience as a WorkSource Specialist 5 or equivalent class within the Employment Security Department OR Another states Employment Security agency

Option 2: A Bachelors degree and five years of relevant experience in workforce development social or human resource services public relations or public contact work such as: unemployment insurance social services human resource services education public relations benefits programs insurance claims law enforcement and banking or a combination of education and/or relevant experience which includes one year experience as a designated lead.

Option 3: A combination of education and/or relevant experience* totaling no less than nine (9) years which includes one year experience as a designated lead.

Education to Experience Equivalences:

Associate Degree 2 years Bachelor Degree 4 years Masters or Higher 5 years

The required experience includes:

  • Leadership and Team Management Expertise:Ability to oversee staff and volunteers. Operational Oversight Skills: Proficiency in directing workforce partner efforts.
  • Regulatory Compliance Expertise:Ability to assess and enforce workforce policies. Decision-Making Skills: Proficiency in evaluating and approving policy exceptions.
  • Performance Management Expertise:Ability to establish and track workforce program goals. Contract Administration Skills: Proficiency in overseeing employment service agreements.
  • Interagency Collaboration Expertise:Ability to foster partnerships across workforce programs. Process Improvement Knowledge: Proficiency in refining employment services.
  • Administrative Oversight Expertise:Ability to manage office support teams. Workflow Coordination Skills: Proficiency in directing clerical staff operations.
  • Diversity Equity and Inclusion Expertise:Ability to maintain fair workforce policies. Regulatory Compliance Skills: Proficiency in enforcing nondiscrimination in employment services.
  • Adaptability:Ability to manage evolving workforce service responsibilities. Problem-Solving Skills: Proficiency in addressing challenges in employment programs.


Additional Requirements of Employment:

  • Must be able to pass Unemployment Insurance (UI) & Paid Family and Medical Leave (PFML) claim and fraud check.
