Fiscal Analyst 5 (FA5/FSD)


This Fiscal Analyst 5 is designed for an accounting and cost allocation professional who thrives on independence specialized knowledge and having a high-impact visible role within an organization. This role offers a rare mix of autonomy technical and strategic responsibilities on a collaborative and supportive team.

About the division:

The Financial Services Division (FSD) in collaboration with other Health Care Authority (HCA) divisions and a variety of external stakeholders and legislative partners provides strategic financial expertise for Apple Health PEBB and SEBB addition FSD oversees the budget and compliance functions necessary to manage and monitor the single largest Washington State individual agency operating budget. Functions include budget management accounting forecasting professional and hospital rate setting financial analysis and payment/collection operations. This division maintains a close working relationship with agency program policy and clinical divisions to ensure financially sound implementation and monitoring of program strategies. It is also accountable to the Governor and legislature in ensuring HCA operates within its budget.


About the position:
The mission of the FSD is to support and assist in meeting the diverse needs of individuals and families by facilitating sound management of its fiscal resources. This position within the Federal Finance Reporting Section supports these missions by assisting in providing fiscal support services for the FSD. By providing grant fiscal support to both internal and external stakeholders and monitoring grant spending and revenue whose dollars directly support the clients HCA serves this position is very important in ensuring that the FSD is successful in its mission. This position functions as the highest agency statewide expert in the financial specialty area of cost allocation.


This position is eligible to telework but is required to come in 1 day a week for traininguntil completed and then quarterly thereafter.The default assigned work location of all Health Care Authority (HCA) positions both on-site and telework eligible positions is within the State of Washington. This position reports to Olympia WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.

Duties

Some of what you will do:

  • Perform financial and technical tasks in coordinating maintaining and submitting of the agencys cost allocation plans ensuring compliance with all state and federal regulations.
  • Maintain and update Integrated Cost Pools monthly and develop new cost allocation bases as needed ensuring accurate and equitable distribution of shared costs.
  • Oversee the development and implementation of cost allocation methodologies to ensure the accurate expenditure of federal funds. This includes coordinating regular reviews submitting necessary edits and ensuring alignment with Federal Fiscal Year requirements.
  • Coordinates all plan changes with Federal Finance Reporting Supervisor including leadership within FSD.
  • Maintains computerized financial systems for the development and reporting of the departments appropriations allotments allocations and expenditures.
  • Perform financial tasks including research and analysis of financial expenditures and documents technical financial problems and other state and federal resources such as regulations laws and statutes.
  • Administer the agencys PACAP including preparing and submitting amendments to the U.S. Department of HHS/Division of Cost Allocation.
  • Serve as the primary liaison for PACAP-related organizational changes coordinating with FSD Program Managers and other internal/external stakeholders to ensure alignment.
  • This position functions as the highest agency statewide expert in cost allocation including the management and maintenance of the HCAs Cost Allocation Plan.
  • Oversee and execute complex state & federal fiscal year-end closing processes ensuring compliance and accurate financial reporting.

Qualifications

Required qualifications:

Qualifying candidates will meet one of the following criteria options:


Option 1:

  • Masters degree in a financially related field certification as a Public Accountant Internal Auditor Certified Governmental Financial Manager or Management Accountant.
  • Two (2) years of recent professional experience in accounting auditing budgeting or other relevant professional experience.


Option 2:

  • Bachelors degree which includes 18 quarter or 12 semester hours in accounting auditing or budgeting.
  • Four (4) years of recent professional experience in accounting auditing budgeting or other relevant professional experience.


Option 3:

  • Associates degree which includes 18 quarter or 12 semester hours in accounting auditing or budgeting.
  • Six (6) years of recent professional experience in accounting auditing budgeting or other relevant professional experience.


Option 4:

  • Eight (8) years of recent professional experience in accounting auditing budgeting or other relevant professional experience.


Required competencies:

  • Critical thinking and reasoning: Apply critical thinking and analytical skills to complex problems.
  • Advanced professional accounting auditing and writing skills.
  • Proficiency in Microsoft Excel including advanced functions (e.g. PivotTables complex formulas data analysis and reporting.
  • Expertise in cost allocation methodologies and their application to government reporting and compliance requirements.
  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.


Preferred qualifications:

  • One (1) or two (2) years of experience with state and federal funds as it relates to Medicaid and Childrens Health Insurance Program fiscal rules and regulations.
  • Working knowledge of the federal grant process from application submittal to reporting and closing.
  • Strong financial data analysis quality assurance and reporting skills.
  • Ability to identify problems and ensure compliance.
  • Strong analytical research and problem-solving skills to determine diagnose and resolve issues.
