Job Summary
We have an opening for a Project Controls Analyst Lead who will coordinate and ensure the production integrity and integration of cost schedule and earned value data while supporting baseline change management and project controls execution across assigned projects. This position is in the Project Management Office (PMO).
This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.
You will
- Perform and coordinate project controls execution for assigned projects including integrating cost schedule and earned value data to ensure accuracy consistency and compliance with institutional standards.
- Develop maintain and deliver project performance reporting and dashboards by synthesizing data from multiple systems; troubleshoot and resolve data integrity and traceability issues in collaboration with functional partners.
- Prepare validate and explain Estimates at Completion (EACs) variance analyses and forecasts translating performance drivers into actionable risks issues and recommendations for project leadership.
- Support baseline development baseline maintenance and change control/configuration management processes ensuring documentation traceability and compliance.
- Apply qualitative and quantitative risk methods (for example Monte Carlo analysis) as needed to assess cost and schedule risk and recommend mitigation strategies.
- Provide work guidance mentoring and peer review for other project controls analysts; contribute to onboarding and tool and process training.
- Exercise independent judgment in resolving moderately complex issues escalating significant risks/issues as appropriate
- perform other duties as assigned.
In addition at the TSS.4 level
- Provide technical direction across multiple projects to drive consistent application of project controls processes tools and reporting practices.
- Serve as a key advisor to project leadership on complex high-visibility project controls issues including interpretation of performance trends drivers and corrective actions.
- Lead improvements to dashboards reporting tools and project control methodologies including piloting and scaling enhancements aligned with institutional standards.
- Facilitate cross-functional alignment and resolution of complex issues in a matrixed environment influencing outcomes without direct authority.
- Lead development and delivery of training content for project controls practices where needed.
Qualifications :
- Ability to maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
- Bachelors degree in a technical engineering business or related discipline; or equivalent combination of education and experience.
- Experience with project control tools such as Primavera (P6) MS Project Deltek Cobra or equivalent systems at a level commensurate with the position classification.
- Knowledge of project cost control planning and scheduling earned value management and risk analysis with advanced capability expected at the TSS.4 level.
- Demonstrated ability to perform and coordinate complex cost schedule and risk analyses for assigned projects including developing and evaluating EACs and forecasting methodologies.
- Advanced proficiency with Microsoft Office Suite especially Excel and PowerPoint.
- Strong analytical organizational and problem-solving skills with the ability to manage multiple priorities.
- Ability to synthesize data from multiple systems into clear and effective reports and presentations.
- Experience collaborating with stakeholders to ensure integrity and security of project control data.
In addition at the TSS.4 level
- Demonstrated ability to lead mentor or provide technical direction to analysts or project teams.
- Highly advanced interpersonal skills with the ability to influence without direct authority and build alignment across multiple stakeholders.
- Expert-level communication skills with the ability to translate complex data into clear decision-ready insights for senior leadership.
- Proven ability to facilitate discussions resolve conflicts and drive consensus in a matrixed environment.
- Experience prioritizing and delegating work while maintaining accountability for team deliverables.
- High level of professionalism and sound judgment in high-visibility or high-pressure situations.
Desired Qualifications
- Experience with project risk integration and Monte Carlo tools (for example Crystal Ball ARM).
- PMP or CAPM certification.
- Experience across the full project lifecycle including baseline development change control and performance reporting.
Pay Range
$154950 - $235692 Annually
$154950 - $196476 (TSS.3) Annually
$185850 - $235692 (TSS.4) Annually
This is the lowest to highest salary range in good faith we would pay for this role at the time of this posting. An employees position within the salary range will be based on several factors including but not limited to specific competencies relevant education qualifications certifications experience skills seniority geographic location performance and business or organizational needs.

This position requires a Department of Energy (DOE) Q-level clearance.
