Job Summary

Summary:

The Director of Student and Family Services provides leadership and management for the overall functions of student services to include student attendance behavior well-being homeschooling residency transfers and social emotional academic and physical wellness. This position will work with the WPS Cabinet student services staff school leaders and community organizations to ensure a comprehensive well-coordinated network of practices and programs to benefit students and families.

Essential Functions:

  • Provides division-wide leadership for student services aligned to the divisions mission vision and strategic goals.
  • Oversees student discipline attendance mental health wellness alternative education programs and secondary athletics.
  • Leads implementation of restorative practices trauma-informed care and positive behavioral interventions to improve school climate.
  • Supervises Student Services staff and coordinates supports with school leaders and central office departments.
  • Serves as the Superintendents designee for student hearings and Title IX matters.
  • Ensures compliance with state law School Board policy and reporting requirements related to student services.
  • Collaborates with families schools and community agencies to support students and manage transitions.
  • Develops budgets policies and reports to inform leadership and School Board decision-making.

Qualifications:

Possess a Virginia Postgraduate Professional license with an endorsement in educational administration. Doctoral degree preferred. Minimum of five years of successful teaching and administrative experience at the school level. The position requires outstanding personal and professional characteristics; dynamic and proven leadership; ability to work effectively with school personnel and members of the community; superior writing and speaking skills; knowledge of learning theory program planning; curriculum development and management of instructional programs; and knowledge of principles and concepts for continuous quality improvement in education.

Location:

Winchester Public Schools is comprised of one high school one middle school one intermediate school and four elementary schools including a Pre-K program and one alternative education program serving over 4300 students supported by approximately 700 full time employees. Winchester is situated in the picturesque Shenandoah Valley of Virginia 65 miles northwest of Washington D.C. Its location rich history and diverse economic base make it an attractive community in which to live.

Knowledge and skills:

Comprehensive knowledge of best practices in education student discipline/safety child development mental health and substance abuse; thorough knowledge of evaluation protocols; knowledge of supervisory and managerial policies and practices; ability to manage complex projects with multiple components; excellent verbal and written communication skills; strong organizational skills; ability to work with a diverse population; ability to establish and maintain effective working relationships; ability to prepare reports and to present and interpret statistical data in clear and concise form; ability to use a variety of software packages including word processing presentation spreadsheet programs and database programs.

Education and Experience:

Masters degree in Educational Leadership School Counseling or closely related field is required. A minimum of five years in school-level administration division-level administration or in an administrative student services related role is required. Experience with elementary and secondary students is preferred.

Duties performed typically in settings to include: Central/City office and schools/departments throughout the division/city. Job is primarily sedentary work. Occasional walking stooping standing squatting lifting up to approximately 30 pounds and occasional lifting of equipment and/or materials weighing up to approximately 40 pounds may be required. Other limited physical activities are required. Vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels. Visual acuity is required for preparing and analyzing written or computer data determining the accuracy and thoroughness of work and observing general surroundings and activities. The worker is subject to inside environmental conditions. Regular contact with city/school employees is required.

Work Environment:

The employee typically works indoors in a heat and cold controlled environment. The noise level is usually quiet to moderate office noise. Salary:

Commensurate with experience. Range is $117000 - $180178; salary includes payment for Masters Degree. The salary scale may be adjusted based on the 2026-2027 school board budget.
