The duties and responsibilities of Sr Officer (Supply Chain) include:
- Supply Chain Planning & Coordination
Support development and implementation of supply chain plans aligned with program workplans and technical strategies.
Forecast and quantify medicines diagnostics and medical supplies in collaboration with technical and program teams.
Coordinate supply needs across projects facilities mobile teams and community platforms.
Support contingency planning to mitigate supply disruptions stockouts and pipeline risks.
- Procurement & International Sourcing
Support and coordinate international and local procurement processes in line with SCH and donor procurement policies.
Liaise with international suppliers manufacturers freight forwarders and clearing agents.
Ensure procurement documentation meets donor compliance requirements.
Track procurement timelines shipments customs clearance and delivery schedules.
Support vendor performance monitoring and maintain approved supplier lists.
- Warehousing Inventory & Distribution
Support inventory management systems to ensure accurate stock records batch tracking and expiry monitoring.
Coordinate storage and distribution of health commodities from central warehouses to field sites and partners.
Ensure Good Storage Practices (GSP) and basic Good Distribution Practices (GDP) are followed.
Monitor stock levels consumption rates losses damages and expiries and recommend corrective actions.
- Compliance Quality Assurance & Risk Management
Ensure compliance with donor regulations SCH SOPs and national health commodity regulations.
Support quality assurance processes for medicines and diagnostics including documentation certifications and traceability.
Assist in audits spot checks and donor reviews related to procurement and supply chain management. Identify supply chain risks (regulatory security logistics quality) and propose mitigation measures.
5. Monitoring Reporting & Data Use
Maintain accurate supply chain records trackers and databases.
Prepare routine supply chain reports (monthly quarterly) covering procurement status stock levels pipeline risks and distribution.
Share supply chain data with MEL and program teams to support performance monitoring and decision-making.
Support commodity-related inputs for donor reports and technical reports.
6. Coordination & Capacity Support
Work closely with Technical Lead to align supply chain operations with technical guidelines and program
priorities.
Coordinate with implementing partners to strengthen their supply chain practices and reporting.
Support orientation and on-the-job guidance for field teams and partners on stock management and reporting tools.
Participate in supply chain coordination meetings with donors partners and relevant technical working groups.
7. Other Responsibilities
Support ad-hoc procurement and rapid response supply chain operations when required.
Perform other supply chainrelated duties assigned by the Technical Lead.
Key Skills: The key skills required for the position of include:
Strong understanding of health supply chain systems procurement cycles and inventory management.
Knowledge of donor procurement and compliance requirements.
Strong organizational and documentation skills with high attention to detail.
Proficiency in Microsoft Office (especially Excel); experience with inventory or ERP systems is an asset.
Ability to work under pressure and manage multiple priorities and timelines.
Strong coordination and communication skills with internal teams and external suppliers.
Good written and spoken English.
High level of integrity accountability and compliance awareness.
Qualifications :
Bachelors degree in Supply Chain Management Logistics Pharmacy Public Health Business Administration or a related field.
Additional certification or training in procurement logistics or supply chain management is an advantage. Experience
Minimum 35 years of progressive experience in supply chain management preferably in health or humanitarian settings.
Strong experience in international procurement importation and donor-funded supply chain systems.
Proven experience managing medical supplies pharmaceuticals diagnostics or health commodities.
Experience working with donor compliance requirements (e.g. USAID Global Fund UN agencies) is highly desirable.
Experience working in complex or fluid settings is an asset.
