Job Summary

The duties and responsibilities of Procurement Officer include:

1. Procurement Planning and Coordination

Collaborate with program and support teams to prepare annual and project-specific procurement plans.

Track procurement schedules monitor progress and communicate status updates to relevant departments. Coordinate closely with field offices to understand localized needs and consolidate requests.

 

2. Procurement Operations

Ensure that all procurement transactions comply with SCHs Procurement Policy donor guidelines and internal control standards.

Process purchase requests and prepare documentation for both program and non program items.

Assist in the preparation and review of Request for Quotations (RFQs) Bid Analysis Purchase Orders (POs) and contracts.

 

3. Supplier and Market Engagement

Liaise with suppliers and service providers to obtain quotes negotiate terms and evaluate performance.

Maintain and update the supplier database with support from the Supply Chain Manager.

Participate in procurement committee meetings for vendor selection as required.

 

4. Contract and Documentation Management

Prepare and maintain accurate procurement documentation including procurement tracking logs.

Review POs and vendor profiles in the accounting system (e.g. QuickBooks Enterprise).

Ensure proper filing of procurement documents for audit readiness.

 

5. Reporting and System Use

Generate monthly procurement reports and submit to the Supply Chain Manager and Finance team.

Support inventory planning by reviewing monthly stock projections with the Warehouse team.

Contribute to procurement-related data entry and reporting in QBE and other relevant systems.

 

6. Compliance and Quality Assurance

Ensure that all goods and services received are in accordance with agreed specifications and quality standards.

Follow up on vendor performance delivery timelines and contract compliance.

Support internal and external audit processes providing required procurement records and explanations.

 

7. Coordination and Support

Coordinate with the Grants and Contract Team on donor-specific procurement requirements.

Support emergency procurements and fast-track processes during urgent program needs.

Provide procurement guidance to field teams and new staff where applicable.

 


Qualifications :

Key Skills:

The key skills required for the position of Procurement Officer include:

Procurement Expertise: Strong understanding of procurement procedures vendor management and sourcing strategies.

Attention to Detail: Ensures accuracy in documentation quality control and compliance.

Communication: Professional interaction with internal teams and vendors; good negotiation skills.

Organization: Efficient in task tracking prioritizing requests and meeting deadlines.

System Proficiency: Familiarity with procurement tracking in accounting software (e.g. QBE).

 

Qualifications:

Bachelors degree in Business Administration Supply Chain Management or a related field.

Minimum 35 years of procurement experience preferably in an NGO or donor funded environment.

Strong knowledge of procurement policies and donor compliance (e.g. USAID UN Global Fund).

Proficiency in Microsoft Office (Excel Word Outlook) and accounting systems (QuickBooks Enterprise preferred).

Demonstrated integrity timeliness and professionalism.

Strong written and verbal communication skills in both English and Myanmar.
