Monitoring, Evaluation and Learning (MEL) Officer

DUTIES & RESPONSIBILITIES:

The duties and responsibilities of Officer (MEL) include:

Assist MEL Manager and Senior MEL officer in tracking program indicators and ensuring timely updates of routine monitoring data and regular tracking of MBO database. (Target vs Achievement)

Clean raw data manage data sets and organize databases under the guidance of MEL Manager by ensuring adherence to data protection confidentiality and CDPP guidelines in all data handling processes.

Support data compilation for reporting to national programs and relevant authorities ensuring data completeness and accuracy and assist MEL Manager in preparing monthly quarterly and annual donor and internal reports.

Support the development and updating of dashboards and visual products to help the MEL team track progress in real time.

Conduct regular spot-checks and routine data quality checks including verification of source documents at field level.

Flag data inconsistencies and follow up with relevant teams to ensure data validity reliability and timeliness.

Conduct regular field visits to monitor field implementation and data collection practices and support RDQA visits in coordination with MEL BI and Field Operations Teams.

Analyze routine program data using tools such as Excel Power BI and DHIS2 to identify trends and performance gaps support the design development and updating of data collection tools using platforms like Kobo Toolbox Microsoft-based tools and other approved digital systems.

Assist field teams in the correct use of digitalized reporting tools to ensure accurate and timely data submission.

Provide on-the-job technical support and MEL training to relevant staff on proper data collection reporting and documentation procedures as needed.

Support the facilitation of learning meetings helping teams review data and identify actionable insights

Support all MEL-led evaluation activities including data collection basic analysis and report preparation as required.

Qualifications :

Key Skills: The key skills required for the position of Officer (MEL) include:

Technical Knowledge:

Moderate to high understanding of assigned health programs

Excellent skill in using data handling tools and platforms is preferred.

Good numerical skills and understanding of data analysis/ statistical methods

Communication:

Must have good written/verbal English language skill

Must be a good team player

Must be organized systematic and dynamic and must interact well with others

Qualifications:

Must be M.B.B.S degree holder

Must have at least one-year experience in data analysis and coordination

Must have good numerical skills and understanding of data analysis/ statistical methods

Fluent in both spoken and written English
