The duties and responsibilities of the Sr. MEL Manager include:
1. MEL Strategy & System Strengthening
Lead the development and implementation of SCHs TB MEL strategy and performance monitoring frameworks.
Ensure MEL systems align with national TB indicators WHO guidance and donor reporting requirements.
Establish robust mechanisms for routine data collection aggregation validation and reporting across GP clinics pharmacies diagnostic teams and community platforms.
Strengthen the integration of digital MEL tools dashboards case notification systems and mobile applications.
2. Data Quality Assurance & Analytics
Lead Data Quality Assessments (DQAs) verifying accuracy completeness consistency and timeliness.
Ensure high-quality cohort reviews for DS-TB DR-TB and TPT implementation.
Conduct advanced analytics to generate insights on case finding diagnostic yields treatment outcomes DR-TB pathway performance and private sector engagement.
Identify data gaps reporting bottlenecks and system issues and recommend solutions.
3. Monitoring & Reporting
Oversee production of routine MEL reports (monthly quarterly annual) for SCH leadership donors NTP and partners.
Ensure data integrity for donor reports and technical reports submitted by the Technical Lead (TB).
Provide trend analysis geographic comparisons performance dashboards and predictive insights.
Coordinate MEL components of baseline assessments midline reviews and project evaluations.
4. Digital Health & Data Systems
Collaborate with the digital health team to ensure MEL accuracy in TB Case Notification Apps EHR systems and digital adherence tools (DAT/vDOT).
Provide MEL inputs for app design validation checks algorithms and user workflows.
Ensure digital tools meet program needs for monitoring cohort analysis referrals and treatment outcomes.
5. Learning Knowledge Management & Program Improvement
Lead systematic learning processes including after-action reviews learning workshops field reflections and evidence synthesis.
Document and disseminate lessons learned good practices and innovations from private sector community models and DR-TB pilot initiatives.
Provide the Technical Lead (TB) with evidence for strategic decision-making and adaptive management.
6. Capacity Building
Train SCH teams partners GPs pharmacists and community teams on MEL tools indicator definitions and reporting standards.
Strengthen field capacity in data literacy quality assurance digital reporting and use of evidence for problem-solving.
Mentor MEL staff to improve analytical skills reporting quality and field-level verification.
7. Coordination & Representation
Work closely with the Technical Lead (TB) and Program Director (TB) on MEL components of technical planning and reporting.
Represent SCH in MEL-related engagements with NTP donors consortia and technical working groups.
Ensure strong coordination between MEL technical program finance and supply chain teams.
Qualifications :
Masters degree in public health Epidemiology Statistics Health Information Systems Data Science or a related field.
Experience
Minimum 57 years of experience in MEL preferably within public health or TB/infectious diseases.
Strong experience in digital data systems TB indicators DHIS2 or similar platforms strongly preferred.
Proven experience with DQAs cohort reviews and TB program monitoring in Myanmar or similar contexts.
Experience working with private sector TB providers is an asset.
Skills & Competencies
Strong analytical skills with experience in statistical software (e.g. Excel R STATA Power BI).
Excellent understanding of TB MEL frameworks WHO indicators and NTP reporting systems.
Strong leadership and team management skills.
Effective communication skills in both Burmese and English.
Ability to work under pressure manage multiple deadlines and support field teams in complex settings
