Job Summary

The duties and responsibilities of the Grants & Contract Manager include:

A. Sub-Award Grants Management

Oversee the grants contracts and budget management of all sub-award partners under SCH programs.

Review and verify partner financial reports expenditure documentation and budget utilization.

Ensure partner spending complies with donor rules SCH policies procurement requirements and cost-eligibility standards.

Maintain updated sub-award records including budgets reporting schedules deliverables risks and compliance status.

Conduct routine financial reviews and desk audits of sub-awardees and support field monitoring visits.

Oversee cash transfers and cash-flow planning for sub-partners to ensure timely disbursements aligned with approved budgets and workplans.

Identify financial irregularities compliance gaps or risks and escalate issues to the Technical Lead.

 

B. Program & Implementation Team Coordination and Support

Provide financial and grant management support to SCH program and implementation teams.

Review activity budgets cost estimations and expenditure plans.

Support development of spending plans budget forecasts and financial documentation needed for implementation.

Coordinate closely with implementation teams to ensure expenditures align with approved budgets and donor requirements.

Support consolidation of financial and programmatic data for internal and donor reporting.

Participate in regular coordination meetings to share grant/budget updates risks and recommended solutions.

 

C. Grants Budget Cash Management & Due Diligence

Review monitor and manage SCH program budgets (operational activity-based and sub-award budgets).

Analyze monthly budget variance reports and provide recommendations to program and finance teams.

Track financial performance across cost centers and donor-funded components.

Support the Finance team to ensure timely compliant financial transactions for program activities.

Lead cash-flow planning processes to ensure adequate funds availability for SCH and sub-partners.

Assist with budget revisions realignments and scenario planning as required.

Lead the due diligence process including assessing partner financial capacity internal controls policies governance structures compliance risks and past performance before contracting or renewing sub-awards.

Document risk ratings and follow up on corrective action plans for partners requiring capacity strengthening.

 

D. Compliance & Documentation

Ensure SCH and sub-partner financial practices comply with donor regulations SCH policies national regulations and compliance standards.

Maintain accurate complete and accessible documentation for all grants and subawards.

Support internal and external audits by preparing required documents and addressing audit queries.

Monitor procurement compliance safeguarding requirements and financial controls across SCH and partners.

Identify compliance risks and follow up on necessary corrective action plans.

 

E. Reporting & Data Management

Prepare and review financial reports for Program Director Technical lead and donors.

Consolidate financial and programmatic data for quarterly annual and ad-hoc reporting.

Provide timely updates on spending trends budget absorption and potential risks.

Maintain up-to-date grant tracking tools dashboards and reporting systems.

 

F. Capacity Building & Technical Support

Provide training and coaching to SCH program & implementation teams and sub-award partners on budgeting reporting procurement rules financial documentation and compliance.

Strengthen financial literacy grant management capacity and internal controls across SCH teams.

Support partners to improve their financial systems reporting accuracy and documentation practices.

 

G. Coordination & Communication

Serve as a key coordination point among SCH program teams Finance Supply Chain M&E and sub-award partners.

Participate in program planning partner coordination meetings and donor engagements.

Communicate financial requirements reporting deadlines and compliance expectations clearly to partners and internal teams.


Qualifications :

Bachelors degree in finance Accounting Business Administration Public Health Development Studies or a related field.

LCCI Level 3 or ACCA Part II preferred.

 

Experiences

Minimum 45 years of experience in grants budget or financial management preferably within NGOs.

Experience working with donor-funded projects (Global Fund World Bank USAID UN etc.) is an advantage. Experience supporting program implementation teams or sub-awardees is highly desirable.

 

Required Skills and Competencies

Strong knowledge of grant management donor rules and NGO finance.

Expertise in budgeting variance analysis expenditure verification and grant reporting.

Understanding of procurement processes and financial compliance requirements.

Strong coordination communication and partnership-management skills.

Strong analytical problem-solving and planning skills.

Ability to manage multiple priorities in a dynamic work environment.
