The duties and responsibilities of the Sr. Operations Manager include:
1. Operational Coordination & Implementation Support
Coordinate day-to-day implementation of TB operational activities across GP clinics private facilities pharmacies and mobile teams.
Translate operational plans into actionable field instructions and workflows. Ensure timely execution of field activities partner support and operational followthrough.
Provide hands-on support during operational challenges (access supplies staffing logistics).
2. Partner Management & Field Supervision
Serve as the primary operational contact for partners private providers and field teams.
Support onboarding orientation and routine engagement with GP clinics pharmacies and diagnostic teams.
Conduct regular field supervision visits to assess performance identify gaps and recommend improvements. Ensure field teams follow SOPs implementation guidelines and operational protocols.
3. Supply Chain Logistics & Resource Management
Coordinate with the Supply Chain and Procurement teams to ensure timely delivery of commodities logistics equipment and project supplies.
Support stock monitoring systems distribution planning and emergency replenishment mechanisms.
Track inventory levels at facilities and ensure alignment with consumption and activity plans.
Ensure proper documentation for asset management and field logistics.
4. Operational Quality Compliance & Risk Management
Ensure operational activities comply with SCH policies donor requirements and national regulations.
Conduct operational audits quality checks and compliance monitoring.
Identify operational risks (e.g. access limitations supply chain delays safety issues) and propose mitigation measures.
Ensure timely incident reporting and follow-up actions.
5. Planning Workflows & Process Improvement
Support the Operations Lead (TB) in operational planning KPI tracking budgeting inputs and milestone monitoring.
Identify system gaps and inefficiencies across TB operational pathways.
Apply process mapping provider segmentation and workflow redesign to enhance efficiency.
Support rollout of new tools systems or operational changes.
6. Coordination with Technical Lead & Program Teams
Work closely with the Operations Lead (TB) and Program Director (TB) to support integrated planning and reporting.
Coordinate operational inputs for quarterly annual and donor reports.
Ensure operational alignment with technical guidance MEL findings and supply-chain data.
Participate in cross-departmental meetings to ensure structured coordination.
7. Team Leadership & Capacity Building
Supervise operations and logistics staff providing coaching performance management and field oversight. Build capacity of field teams on operational SOPs compliance requirements logistics workflows and documentation.
Foster a culture of accountability teamwork and problem-solving within operational teams.
Qualifications :
Bachelors degree in Public Health Health Administration Business Administration Logistics Management or a related field.
Masters degree preferred.
Experience
Minimum 5 years of experience in health program operations logistics or field implementation management.
Experience in TB or infectious disease programs strongly preferred.
Experience supporting or managing multi-partner field operations.
Experience working in low-resource fragile or diverse operational settings.
Skills & Competencies
Strong operational planning workflow design and coordination skills.
Strong team leadership and supervisory abilities. Ability to troubleshoot field issues rapidly and propose practical solutions.
Excellent communication in Burmese and English.
Strong organizational skills with the ability to manage competing priorities. Ability to travel extensively to field locations.
