- Quality Medical Care
- Responsible for providing technical guidance on Lan Pya Kyel (LPK) medical interventions; HIV care and treatment laboratory services prevention and treatment of opportunistic infections STI screening and management screening prevention and treatment of Tuberculosis primary health care family planning services SRHR activities etc.
- Provide technical assistance to all health care cadres of LPK.
- Ensure all health care cadres adhere to and comply with the Guidelines SOP and Policies of LPK.
- Guidelines and SOP
- Develop guidelines SOP checklist tools etc. relating to all medical and non-medical activities of LPK.
- Share the important technical updates with the Senior Management Team (SMT) of LPK.
- Update or revise guidelines SOP checklist tools etc. according to changes nationally or globally.
- Supply chain management
- In coordination with pharmacist ensure forecasting and quantification process to align with requirements of national program or donors.
- Liaise with national programs or donors or other implementing partners for prompt donation loan and exchange processes.
- Ensure prompt management of supply according to the changes in guidelines or SOP.
- Supervision
- He/she is a direct supervisor of Senior Technical Support Officers Lab Coordinator Lab/Viral Load Team.
- Responsible for close supervision of his/her direct supervisees with a schedule and checklist.
- Training and capacity building
- The lead for the training and capacity building program of LPKs medical technical activities.
- Ensure new refresher/regular training not limited to Medical Laboratory Counseling Therapeutic education Data management Pharmacy and Supply chain management etc.
PATIENT THERAPEUTIC EDUCATION COUNSELLING AND COMMUNICATION
- Quality therapeutic education and counseling
- Able to provide technical inputs to counseling for HIV testing (Pre-test and Post-test) preparation for PrEP or ART adherence on PrEP or ART counseling for different modalities of HIV testing services (HTS) such as Index testing Social Network Strategy Community-based HIV Screening etc. including quality patient therapeutic education (PTE) problem solving counseling etc.
- Guide Technical Officer (Counseling) for Case management of HIV positive clients and clients under PrEP.
- Share insights on Mental health and psychosocial support counseling to be incorporated into the regular and/or scheduled counseling sessions.
- Responsible for counseling strategy of other available services at LPK such as cervical cancer screening and treatment family planning and contraception hormone regulation counseling etc.
- Communication strategies
- Responsible for Inputs to quality services in behavioral change communication adaptable and usable for LPKs beneficiaries.
- Ensure to develop Communication strategy for HIV prevention services demand generation through different service channels and different communication channels.
- Lead Online team for an effective online approach tailored for LPKs program directions.
- Guidelines and SOP
- Lead the development of Job aids and tools to be used for PTE counseling and communication.
- Responsible for the development of guidelines and SOP for PTE Counseling and Communication adapted and updated reflecting changes in global guidelines and SOPs.
- Supervision
- He/She is the direct supervisor of the Technical Officer (Outreach) Technical Officer (Counseling) and an Online Team.
- Ensure scheduled Supportive monitoring and supervision to all relevant teams/team members under his/her supervision with a defined checklist.
- Training and capacity building
- Construct a training plan for new and existing counselors outreach workers online/hotline team members etc.
HR MANAGEMENT
- Recruitment
- Ensure the job description of relevant staff is updated in a timely manner as per the program changes.
- Take part in the recruitment of relevant staff.
- Plan and organize the service continuity during the recruitment process.
- Inception training and orientation
- Plan and organize the orientation schedule for the newly recruited staff in coordination with other related teams.
- Schedule the inception training according to the needs of the staff not only for the technical but also for the program in coordination with other related teams.
- Performance assessment
- Ensure monitoring the performance of relevant staff on a regular basis using the defined tools.
- Take necessary action or arrange capacity building based on the assessment.
PROGRAM MANAGEMENT
- Responsible for providing the required technical inputs related to the assigned areas of task to steer the program direction.
- Liaise with Program Team M&E team Technical Team Online Team etc. to improve program outcomes and ensure the quality of service.
- Assist Program Director for different donor reporting as needed.
- Take part in the strategy development of the organization.
- Develop a costed work plan for each thematic technical area such as for monitoring visits training and capacity building programs procurement/production of guidelines job aids forms/registers communication materials social media engagement etc.
REPRESENTATIONS
- Represent LPK at relevant external meetings or workshops held by different stakeholders including donors.
- Being a member of SMT represents LPK at relevant internal meetings or workshops.
Qualifications :
- Must be an M.B. B.S degree holder with a valid medical license.
- Must have at least 5 years of experience working in public health.
- Must have experience in HIV TB STI Cervical cancer prevention MNCH.
- Must have experience in working on the most at risk populations for HIV.
- Experience in supervision of different health cadres.
- Have a good command of English and computer literacy.
- Good and effective communication skills are essential.
- Flexibility and adaptability are highly needed.
- Have good interpersonal skills and necessary interaction with other teams.
