Role Summary
The Assistant Manager HSSE will support the HSSE Manager in implementing coordinating and continuously improving the Health Safety Social and Environmental management systems for Husk Power Systems Nigeria operations.
This role will focus on ensuring compliance with national regulations IFC/World Bank Environmental and Social Standards (ESSs) and DARES ESMF requirements while promoting a proactive health & safety culture and sustainable practices across the companys operationscovering offices warehouses worker accommodations and rural solar mini-grid sites.
The AMHSSE will lead site-level implementation monitoring and reporting of HSSE activities manage incident investigations ensure social safeguards compliance (including community relations and labour management) and support capacity building across teams and contractors.
Key Responsibilities
A. HSSE Management and Compliance
- Support the implementation of the Integrated HSSE Management System (IMS) aligned with ISO and 9001 standards.
- Conduct Risk Assessments (TRA/JHA) safety inspections and ensure corrective/preventive actions (CAPA) are tracked and closed.
- Monitor compliance with national OHS regulations NESREA environmental guidelines and state-level environmental and social permit requirements.
- Maintain up-to-date records of all HSSE permits renewals and compliance documentation.
- Support the preparation and review of Health & Safety/Environmental & Social Management Plans for ongoing and new projects.
- Ensure compliance with World Bank/DARES ESMF/ Donors reporting standards and contribute to E&S performance reports.
B. Occupational Health and Safety (OHS)
- Supervise the implementation of safe work procedures across solar biomass and hybrid sites.
- Lead site-level toolbox talks safety inductions and emergency drills.
- Support the Behavior-Based Safety (BBS) Program track observation data and analyze trends for continuous improvement.
- Coordinate the maintenance of safety logs PPE issuance records and accident/incident statistics.
- Support root cause analysis and reporting for near misses incidents and accidents within 24 hours ensuring alignment with internal reporting and regulatory expectations.
- Support the Emergency Response Team (ERT) and ensure all staff understand evacuation and first-aid procedures.
C. Environmental and Social Compliance
- Implement environmental management practices covering waste segregation spill prevention vegetation control and hazardous waste management.
- Support E&S compliance monitoring of contractors and suppliers at mini-grid sites and warehouses.
- Conduct community engagement sessions during project construction and operational phases in collaboration with the Community Engagement team.
- Ensure community grievances social risks and local employment practices comply with the approved Stakeholder Engagement Plan (SEP) and Grievance Redress Mechanism (GRM).
- Monitor implementation of Labor Management Procedures (LMP) including fair recruitment non-discrimination and gender inclusion.
D. Contractor Oversight and Performance
- Conduct contractor HSSE prequalification assessments and onboarding inductions.
- Audit contractor compliance with Husks HSSE and labor policies ensuring corrective actions are implemented promptly.
- Verify that contractor teams have qualified safety focal points adequate PPE and up-to-date certifications.
- Enforce compliance with site access control safe work permits and other operational safety procedures.
E. Data Management Reporting and Continuous Improvement
- Maintain HSSE dashboards site safety records and compliance reports for management and DARES/Donors Sponsors etc submissions/requirements.
- Support periodic internal and external HSSE audits.
- Track performance against leading and lagging indicators (e.g. TRIFR LTIFR safety observations training completion rates).
- Recommend and implement continuous improvement initiatives to strengthen safety culture and operational sustainability.
F. Capacity Building and Awareness
- Develop and deliver training programs on HSSE SEA/SH prevention emergency response manual handling and safe electrical practices.
- Support training for community workers contractors and suppliers on E&S standards code of conduct and grievance procedures.
- Conduct awareness campaigns for climate action ESG practices and inclusive workforce participation.

Qualifications :
General Skills & Attributes
- Strong understanding of OHS regulations in Nigeria World Bank ESS2 & ESS4 and IFC EHS Guidelines.
- Proven experience in incident investigation root cause analysis Audit and corrective action planning.
- Demonstrated ability to lead field safety inspection/supervision and stakeholder engagement in rural settings.
- Excellent report writing analytical and data management skills.
- Proficiency in MS Office Power BI and HSSE management software tools.
- Ability to motivate coach and influence staff and contractors to maintain a Zero Harm Zero Incident culture.
- Hazard Identification & Risk Assessment
Qualifications and Experience
- Bachelors Degree in Environmental Science Engineering Occupational Health & Safety or Social Sciences.
- Minimum of 35 years of relevant HSSE experience preferably in the renewable energy utilities or infrastructure sectors.
- Certifications in NEBOSH IGC ISO 45001 ISO 14001 or equivalent are required.
- Strong knowledge of Nigerian Labor Act Factory Act and NEP/DARES E&S frameworks.
- Experience working with multi-stakeholder rural electrification projects is an advantage.
- Valid drivers license and willingness to travel frequently to remote project sites.
