Job Summary

The DREEF People Lead will be required to provide the following Services in connection with the Engagement:

  • Develop a strategic resourcing plan/strategy for DREEF projects across focus areas
  • Prepare and support budget allocation for DREEF related resourcing activities and executing the annual HR budget for DREEF
  • Implement Standard Operating Procedures (SoP) across all functions
  • Provide support in developing and implementing human resource strategies covering talent acquisition orientation learning & development career and performance management and rewards incentives & benefits etc.
  • Ensure the availability of up-to-date HR information to enhance performance and guide working practices.
  • Drive implementation of the future-ready Competency Management pillar by reviewing and updating the existing framework and Skills Matrix then extending the Skills Matrix and Career Management Plan across all DREEF functions
  • Liaise with internal and external stakeholders to ensure legal compliance by monitoring and implementing applicable human resource requirements conducting research etc.
  • Ensuring effective communication and change management implementation across organisation.
  • Oversee the design and execution of recruitment strategies (Internal & external): liaising with recruitment vendors third party (e.g. Big4 consultants etc.) scheduling of interview sessions preparation of offer letters etc.
  • Payment processing and ensuring the finance team has all the required details for payroll / payment administration i.e. payment of salaries and benefits consultant fees etc.
  • Preparing reports on human resources related workstreams e.g. Quarterly reports Recruitment reports.
  • Facilitate monthly meetings project status updates with all necessary personnel
  • Coordinating onboarding activities for DREEF recruited personnel. Develop onboarding documents and e-learning guidance modules for new hires
  • Co-ordinate performance management activities and reward scheme
  • Collaborate with the vendor on the implementation and integration of the SeamlessHR system.
  • Implementation and monitoring of 70:20:10 Learning & Development plan to enhance employee growth
  • Any other responsibilities that maybe assigned from time to time

Key Performance Indicators

  • Implementation of SOPs across all people resourcing operations verticals
  • Implementation of Learning & Development initiatives aligned with the 70:20:10 model.
  • Completion and adoption rate of competency framework and skills matrix
  • Successful implementation and integration of SeamlessHR system within agreed project timeline and budget.
  • Completion of onboarding documents and e-learning guidance modules for new hires.
  • Other KPIs to be drafted upon commencement


Candidates for this role should meet the following requirements:

  • Bachelors degree in human resources business administration or related field
  • Minimum of 10 years of relevant HR experience.
  • Human Resource Professional certifications will be added advantage CIPM HRCI SHRM
  • An understanding of financial markets infrastructure projects financing and workings of development finance institution
  • Experience in developing and implementing Human Resource policies processes procedures and systems for human resource management
  • An understanding of the industry and business models and ability to communicate DREEF business and strategies to Stakeholders
  • Proven analytical skills and systematic problem solving as well as excellent communication and writing skills
  • Strong project management skills and demonstrated commitment to professional and client service excellence
  • Experience with multitasking efficiently and accurately with little oversight
  • Acute attention to detail and a dedication to providing high quality work products
