Description

The City of Richmond Department of Public Utilities Gas and Light Divisionis seeking several qualified candidates to fill theGas Compliance Inspector position. The incumbent will be responsible for supporting the coordination of various programs and projects to include field audits on internal and external customers overseeing various Distribution of Integrity Management Program (DIMP) efforts supporting the Richmond Gas Works Operator Qualification Program best practices which includes auditing the training departments training materials and hands-on training. Additionally this position would also provide support for the Pipeline Safety Management System (PSMS) efforts directed at our internal and external customers.

Duties include but are not limited to

  • Ensuring all of the City of Richmonds Department of Public Utilities O&M manual procedures are strictly adhered to;
  • Inspecting work sites daily for safety compliance with OSHA DOT and VDOT traffic safety standards and guidelines;
  • Investigating reports of violations and completing the accurate documentation of the investigations findings;
  • Issuing temporary work suspensions to contractors and staff when non-compliance events are reported or witnessed;
  • Witnessing remedial plan completion requirements and performance evaluations for said plans;
  • Investigating citizen complaints and initiating corrective action when necessary.
This position is considered an Essential Personnel which means that the incumbent is required to work when the city is closed due to public emergencies critical or hazardous conditions or inclement weather.
This individual may be required to work nights weekends holidays or on-call as needed.

Qualifications Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE:

  • High School diploma or GED;
  • Eight (8) ten (10) years of related work experience.
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.

LICENSING CERTIFICATIONS and/or OTHER SPECIAL REQUIREMENTS:


  • RGW Natural Gas Operator Qualification
  • Valid Commonwealth of Virginia Drivers License

PREFERRED QUALIFICATIONS AND EXPERIENCE:


  • Experience installing or repairing residential and/or commercial gas lines;
  • Experience investigating gas leaks;
  • Experience working on a natural gas distribution system;
  • At least seven years of construction experience;
  • Experience monitoring traffic and safety conditions related to construction activities;
  • Experience reading and navigating GIS mapping systems;
  • Familiar with Virginias one-call system VA811.

KNOWLEDGE SKILLS AND ABILITIES:
TYPICAL KNOWLEDGE SKILLS AND ABILITIES: These are a representative sample; position assignments may vary.

Knowledge (some combination of the following):
  • Richmond Gas Works O&M Code of Virginia Underground Utility Damage Prevention Act and Federal Code Title 49 CFR 192 regarding the installation and the operation of natural gas pipelines and appurtenances.
  • Overall knowledge of natural gas construction and maintenance with multiple materials methods and their associated requirements.
  • Navigating GIS mapping software.
Skills(some combination of the following):
  • Proficient verbal and written communication skills for communicating in the field and office and documenting conditions and findings.
  • Familiarity with all or most aspects of construction installation and maintenance of natural gas distribution pipeline systems.
  • Interpersonal communication.
  • Computer proficiency including specific RGW software applications.
Abilities (some combination of the following):
  • Manage potentially tense situations.
  • Manage time and workloads effectively.
  • Prioritize tasks by potential associated risks.
  • Quickly identify hazardous situations and take corrective action.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:Due to the nature of work assignments incumbents must be able to perform detailed work on multiple concurrent tasks with frequent interruptions and under time constraint. While performing the essential duties of this job the employee is regularly required to reach extending hands and arms in any direction stand push pull lift finger (picking pinching or otherwise working primarily with fingers) grasp applying pressure to an object with fingers or palms talk see and hear. The employee is frequently required to climb balance stoop crouch crawl walk feel and use substantial repetitive motions of the wrists hands and terms of the physical strength to perform the essential duties this classification is considered to be light work exerting up to 20 pounds of force occasionally up to 10 pounds of force frequently and a negligible amount of force constantly to move objects.
