Job Summary:
The Procurement Technician will be responsible for drafting RFPs leading JAD sessions and developing key performance measures. The role involves working within state health agencies and requires a strong understanding of procurement processes.

Responsibilities:
- Drafting RFPs within state health agencies.
- Leading JAD sessions to elicit requirements from stakeholders.
- Developing key performance measures for solicitations and resulting contracts.
Required Skills & Certifications:
- 5 years of experience drafting RFPs within state health agencies.
- 5 years of experience leading JAD sessions to elicit requirements from stakeholders.
- 5 years of experience developing key performance measures for solicitations and resulting contracts.
Preferred Skills & Certifications:
- 5 years of experience in Texas Medicaid.
- 5 years of experience creating process flows for AS-IS and TO-BE models.
- 5 years of experience developing cost models pricing workbook and financial requirements.
- 5 years of prior experience developing Federal funding requests (Planning and/or Implementation Advanced Planning Documents).
- 5 years of knowledge of the State of Texas Procurement and Contract Management Guide.
- 5 years of experience negotiating large contracts.
- 5 years of experience performing quality assurance activities on large projects.
