Job Purpose Statement: The districts Director of Teaching Learning and Assessment is directly responsible for the planning development coordination evaluation and implementation of K-12 curriculum staff development assessment school improvement and writing supervising and implementing federal grants. This position serves as a team member on the Superintendents Executive Cabinet.

Job Qualifications: Education and Experience:

  • BA/BS and Masters Degree (Required) with a major in one or more of the following areas: Curriculum Elementary Education Secondary Education Special Education Psychology Reading Early Childhood Education Administration or similar.
  • A minimum of three (3) yearsexperience serving in Pk-12 leadership roles.
  • A minimum of seven (7) years as a licensed educator.
  • District Level Experience - Preferred
  • Valid Oregon Administrative License with Administrator Endorsement.
  • Skill in leadership and facilitation of work involving colleagues and administrators including problem solving and conflict resolution.
  • Excellent organizational skills for effectively managing multiple tasks.
  • Extensive understanding of curriculum instruction assessment and staff development requirements under state and federal education laws and regulations.
  • Understanding of strategic and school improvement planning and curriculum auditing procedures.
  • Understanding of bilingual education requirements and programming.
  • Understanding of computer assisted and virtual online programming.
  • Must hold a current recognized first aid card or be willing to obtain same if directed by the district under ORS 342.664 (2).

Essential Functions:

  1. Development and implementation of District initiatives and priorities aligned with implementing a rigorous curriculum to prepare students for success;
  2. Promote a positive safe and caring climate for learning; deal sensitively and fairly with persons from diverse cultural backgrounds;
  3. Confer with school site leaders to identify implementation activities and regularly review progress; ensure instructional systems which monitor student progress;
  4. Assists in orientation of administrative staff with regard to federal state and district requirements for curriculum instruction assessment and staff development;
  5. Assists with planning and implementation of a program of curriculum development and instructional materials evaluation and adoption for all subjects on a rotating schedule;
  6. Conducts staff development needs assessments and assists with implementation of a program of staff development for identified needs and other district initiatives;
  7. Supports and plans for implementation of the content core standards as they pertain to credit by proficiency and graduation requirements;
  8. Leads groups of specialized personnel and teachers through a series of collegial conversations and experiences to reach consensus on instructional goals;
  9. Uses a set of evaluative criteria and procedures consistent with District policy to determine the quantity utility and availability of learning materials and resources as they pertain to the content core standards credit by proficiency and graduation requirements;
  10. Arranges for the production of learning materials necessary to compliment fulfill and/or enhance the aims of the curriculum and assessments;
  11. Ensures the school-level curricula and programs are aligned coordinated and articulated to K-12 District curricula and programs;
  12. Develops evaluates and coordinates the instructional support program for the district including implementation of a consistent Response to Intervention (RTI) and Multiple Tiered Systems of Support (MTSS) in partnership with the Director of Student Services;
  13. Plans and supports all aspects of district instructional and curricular integration of technology in partnership with the Districts Technology Director;
  14. Demonstrates and awareness of and sensitivity to multicultural and multilingual values and environments;
  15. Demonstrates a commitment to working with others to establish equitable outcomes for students and creating environments that are inclusive and diverse;
  16. Demonstrates support for District Core Values District Mission and Vision District Strategic Plan and Schoolwide Improvement Plans;
  17. Participates in the development and implementation of the District Strategic Plan;
  18. Prepares reports and keeps the Superintendent informed with regard to assigned issues and programs;
  19. Establishes and maintains a positive and respectful learning environment and working relationship with students staff administration parents/guardians and community members assisting all as needed;
  20. Participates in various meetings for the purpose of receiving information or sharing information and expertise with students colleagues parents/guardians and community members;
  21. Assists in the completion and submission of applicable entitlement and competitive grants;
  22. Develops and administers the federal programs budget;
  23. Coordinates articulates and is responsible for the writing and submission of the federal grants;
  24. Directs the preparation of annual reports as required by state and federal programs;
  25. Remains current on federal legislation and program requirements that impact district programs;
  26. Assists with screening interviewing and recommending hiring of department personnel;
  27. Supervises and evaluates assigned department personnel;
  1. Serves as District Test Coordinator including training School Test Coordinators to securely administer state and district assessments training implementing and monitoring assessments per Oregon Administrative Rules monitoring and reporting improprieties per state requirements and providing administrators and teachers with support for Student Learning Growth Goals (SLGGs);
  1. Develops a balanced assessment system and calendar across the district;
  2. Assesses results of performance for improvement on a regular basis;
  3. Communicates effectively with district staff and stakeholders;
  4. Attends monthly board meetings;
