REPORTS TO:Police Captain
FLSA STATUS:Exempt - Executive
CLASSIFICATION:Personnel System - Requires satisfactory completion of a six-month probationary period.
PAY GRADE: 123
SAFETY SENSITIVE:Yes; subject to random drug testing per the Athens-Clarke County Drug and Alcohol Ordinance.
Purpose of Job
The purpose of this position is to provide administrative and managerial oversight for the Crime & Intelligence Analysis Unit and the Real Time Crime Center (RTCC). The Criminal Intelligence Analyst Supervisor is responsible for managing personnel and resources; establishing policies and performance standards; and ensuring that all analytical operations align with departmental goals objectives and legal requirements. This position oversees scheduling workload distribution and employee evaluations and serves as the primary liaison between the unit command staff and external partner agencies. While the Supervisor maintains a working knowledge of analytical processes their primary focus is on leadership strategic planning resource allocation and ensuring that the unit delivers timely accurate and actionable intelligence to support departmental operations and public safety initiatives and performing additional tasks as assigned.

Work Schedule: 40 hours/week; may include nights weekends and holidays
May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation responsible for the safety readiness and operation of the vehicle and must abide by ACCs safe driving policy.Minimum Training & Experience Required to Perform Essential Job Functions
Bachelors degree in Criminal Justice Criminology Public Administration Data Analytics or a closely related field with five years of professional experience in crime or intelligence analysis data analytics statistics research or related field.
Two years supervisory experience required.
Must possess the Crime Intelligence Analysis Certification from the Georgia Peace Officer Standards and Training Council.
Must possess and maintain a valid drivers license.
Must be able to pass a background investigation and maintain clearance to access law enforcement databases (e.g. NCIC/GCIC).Essential Duties Responsibilities
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Manage and oversee all operations of the Crime & Intelligence Analysis Unit and Real Time Crime Center (RTCC) ensuring alignment with departmental priorities.
- Supervise evaluate and develop Criminal Intelligence Analysts I II and Senior including performance evaluations coaching and disciplinary actions as necessary.
- Establish policies procedures and performance metrics for analytical operations to ensure consistent quality and compliance with legal standards.
- Direct workload distribution scheduling and resource allocation to meet investigative and operational demands.
- Oversee procurement budget planning and technology acquisitions to support unit capabilities.
- Serve as the primary liaison between the unit command staff and external agencies managing interagency agreements and partnerships.
- Develop and present reports briefings and strategic recommendations to executive leadership elected officials and public safety stakeholders.
- Plan and execute long-term strategic initiatives including technology integration and program expansion for the RTCC and the unit.
- Conduct advanced-level analysis of crime reports various databases and other sources to identify patterns trends and associations of criminal groups and individuals.
- Create analytical products such as timelines association charts flow charts and geo-location maps.
- Stay informed of advancements in crime and intelligence analysis to guide unit development and training priorities.
- Perform other duties as assigned.
- Extensive knowledge of law enforcement procedures intelligence analysis standards and criminal justice operations.
- Knowledge of organizational management strategic planning and budgeting practices.
- Knowledge of privacy and data-sharing regulations relevant to intelligence operations.
- Knowledge of the principles practices and procedures of the Unified Government of Athens-Clarke County and the operations and functions of the Police Department.
- Knowledge of all applicable laws ordinances policies standards and regulations pertaining to the specific duties and responsibilities of the job.
- Knowledge of various sources/methods of obtaining data and techniques used in the analysis of data.
- Skill in resource allocation budget management and strategic planning.
- Skill at building and maintaining interagency partnerships and managing information-sharing agreements
- Skill in strong leadership team building and conflict-resolution.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a computer printer scanner calculator copier fax and telephone. This position requires: walking standing bending stooping pushing pulling lifting fingering grasping feeling seeing talking hearing and repetitive motions. Must be able to exert up to twenty pounds of force occasionally and/or up to ten pounds of force frequently. Physical demand requirements are at levels of those for light work.

INTELLIGENCE: Requires the ability to learn and understand relatively complex principles and techniques; to acquire and be able to expound on knowledge of topics related to primary occupation; and to make independent judgment in the absence of management.
VERBAL APTITUDE: Requires the ability to record and deliver information to explain procedures and to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of administrative technical or professional languages including terminology related to law enforcement.
NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide; determine percentages; perform calculations involving variables.
FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length width and shape visually with a variety of machinery and equipment including a computer printer scanner calculator copier fax and telephone.
MOTOR COORDINATION: Requires the ability to coordinate hands fingers and eyes accurately in using office equipment. Requires the ability to use the keyboard lift bend push and pull objects or materials using body parts as the position necessitates.
MANUAL DEXTERITY: Requires the ability to handle a variety of items such as automated office equipment secretarial supplies and computer supplies. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination
