Job Description

*This vacancy is only open to 1) current permanent Parks employees serving in the Administrative Staff Analyst civil service title or 2) on leave from the title or 3) permanent Parks employees in or on leave from a comparable title (e.g. Administrative Community Relations Specialist or Administrative Manager) or 4) Parks employees who are reachable on the Administrative Staff Analyst list or a comparable civil service list or qualify for a comparable title. Human Resources (HR) oversees recruitment and interviews for the Agency and maintains data on all Parks & Recreation employees. HR also administers the Agencys performance evaluation program prepares job descriptions and oversees all changes to an employees status with the Agency including promotions resignations transfers and tax and address changes.

Major Responsibilities
- Oversee the recruitment process for the agency by promoting opportunities to maintain a high-quality workforce.
- Supervise the Human Resources Recruitment Team. Manage the workflow of postings and interviews ensuring compliance with internal procedures and city state and federal policies.
- Manage the drafting and editing of postings and interview matrixes. Develop and implement external recruitment and outreach plans.
- Promote job opportunities at NYC Parks at community and school career fairs. Track recruitment marketing and advertising; utilize social media college and university partnerships and other external recruitment channels to attract talented candidates.
- Provide recommendations regarding opportunities to bolster recruitment and retention.
- Conduct and manage Structured Interview trainings for panel members and posting liaisons.
- Work closely with Budget Diversity Equity and Inclusion and Belonging (DEIB) Borough offices and other departments throughout the agency as well as other city agencies such as the Department of Citywide Administrative Services (DCAS).
- Coordinate release requests with other Mayoral agencies to transfer provisional hires to NYC Parks.
- Maintain accurate records and respond to inquiries.

ADMINISTRATIVE STAFF ANALYST ( - 1002D


Qualifications :

1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
