Internal Posting Only temporary or permanent North Carolina Department of Transportation (NCDOT) employees in a temporary full-time temporary part-time permanent full-time permanent part-time probationary trainee or time-limited position or a layoff candidate with the NC Department of Transportation eligible for RIF priority reemployment consideration as described by General Statute (GS) 126 (State Personnel Act) may apply.


This position is an Engineering Specialist I in the Division 12 District 1 office serving as a lead project inspector supporting engineers in the daily contract administration of construction and resurfacing projects assigned to District 1. The position will be responsible for monitoring project work and material to ensure conformance to specifications and contractual provisions. Supervises and trains lower-level technicians including Department employees and well as Construction Engineering and Inspection (CEI) staff ensuring adequate inspection personnel is assigned for active projects. Performs and/or reviews project documentation including the work performed by other technicians to ensure that all material sampling and testing project documentation and project estimates are done correctly. Resolves daily constructability issues and ensures that traffic control and contractors operations are performed in accordance with the plans and standard drawings. Monitors contractor progress to ensure timely completion of the projects. Monitors contractor compliance with subcontractors and DBE and Title VI Compliance. Communicates and coordinates work with contractors subcontractors utility owners and property owners. Work will involve wide-range of decision making and use of judgement. Assists and reviews contract development of various contracts and plans developed in the District office. Assists in performance of other District office functions such as driveway permit review utility encroachments subdivision review and road additions as needed. This position is subject to work nights and weekends as needed in the performance of duties.

Additional Expectations:Possess a working knowledge of contract resurfacing and pavement preservation operations. Ability to plan and coordinate work of others. Ability to resolve routine problems and can effectively communicate more complex problems to supervisors to assist in resolution. Ability to effectively communicate establish and maintain working relationships with contractors department local government and other non-DOT personnel and the general public. Ability to complete project documentation electronically using a computer or iPad and using SharePoint and HiCams programs.

Minimum Education and Experience Requirements

Associates degree in an applicable area of engineering technology from an appropriately accredited institution and six years of progressive technician experience; or High School or General Educational Development (GED) diploma and eight years of progressive technician experience; or an equivalent combination of education and experience.
