Position Overview
The Bureau of Water is seeking a highly qualified individual to serve as an EXECUTIVE I (OPERATOR CONTRACTS COORDINATOR) to support and track the operator certification renewals and contract program for the Division of Public Water Supplies Compliance Assurance Section. The ideal candidate for this position will be organized and detailed and possess the ability to adapt to change in a collaborative fastpaced environment. The ideal candidate will also need to be able to communicate effectively verbally electronically and in writing with both internal and external stakeholders.

Essential Functions
- Serves as the Operator Contracts Coordinator for the Bureau of Water (BOW) Compliance Assurance Section (CAS) Public Water Supplies (PWS) at the Illinois Environmental Protection Agency (IEPA)
- Serves as administrator for the operator certification program for the Section:
- As Operator Contracts Coordinator assesses the technical managerial and financial capacity of public water supply and wastewater facilities.
- Monitors program activities and reporting for assigned areas.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge skill and mental development equivalent to completion of four years of college preferably with coursework in business or public administration.
- Requires one year of responsible administrative experience in a public or business organization or completion of an agency approved professional management training programs
Specialized Skills
- Of the one (1) year of required experience; requires one (1) year of experience in interpreting and applying Illinois statutes and regulations governing requirements for public water supplies and water pollution control facilities and in reviewing operator contracts for denial or approval in accordance with Illinois statutes and regulations governing requirements for public water supplies and water pollution control facilities.
- Requires one (1) year of experience in utilizing Bureau of Water databases including the Safe Drinking Water Information System (SDWIS) database and the BOW Access and webbased Operator Certification databases.
Preferred Qualifications
- Prefers at least one (1) year of experience in a drinking water or wastewater operator certification program.
- Prefers one (1) year of experience in interpreting and applying statutes and regulations governing requirements for public water supplies and water pollution control facilities.
- Prefers at least one (1) year of experience in reviewing and approving government contracts.
- Prefers at least one (1) year of experience in utilizing Water databases including the Safe Drinking Water Information System (SDWIS) database and Access and webbased Operator Certification databases.
- Prefers at least one (1) year of experience developing and maintaining cooperative working relationships.
- Prefers at least one (1) year of experience applying the principles and practices of public or business administration.
- Prefers the ability to utilize a personal computer with knowledge of Microsoft Word Excel and Access software.

- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/545 apply to this position. As a result the employee should be aware that if offered nonState employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such nonState employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
