The Department of Natural Resources and Parks. Wastewater Treatment Division (WTD) is seeking (2) energetic and motivated Infrastructure Coordinators to work between our Capital Sections and Operations & Maintenance (O&M) Section. These positions are housed within WTDs Capital Strategy Quality and Standards (SQS) unit.

WTDs Capital Program has grown significantly over the last 30 years and is expected to nearly triple in size over the next decade to keep pace with population growth increasing regulatory requirements and aging infrastructure. Nearly all WTD projects are mission critical and directly aligned to protect public health and the environment by collecting and cleaning wastewater while recovering valuable resources for a thriving Puget Sound region. We want to ensure these projects are delivered efficiently and are of high quality.

These unique roles straddling the Operations and Maintenance and Capital worlds are a nimble part of the organization and play an integral role in ensuring we are improving projects and taking care of wastewater assets to ensure reliance in our service across King County.

About the Role:

The Capital Infrastructure Coordination Program supports the coordination between capital projects/ programs and the operational needs of the utility. This program aims to strengthen relationships between operations and capital while supporting operations in a smooth transition of projects. The Infrastructure Coordinators will drive and innovate efforts to enhance the effectiveness and efficiency of capital project delivery. Infrastructure Coordinators will be responsible for the following duties:
  • Build strong rapport and relationships between capital delivery groups and operations and maintenance
  • Identify potential areas of improvement and work across work groups to understand current processes find areas of improvement ensure execution and help incorporate new practices / procedures in future work
  • Help problem solve challenges in the implementation of capital projects at operational facilities.
  • Lead through influence by adapting to diverse audiences inspiring others building trust and credibility fostering collaboration and teamwork and a strong focus on achieving outcomes.
  • Standardize policies processes and procedures for projects and across programs
  • Partner with the training team influence training program design and ensure capital delivery staff are equipped with necessary tools to successfully adopt changes.

  • Contribution to greater wastewater asset reliability
  • Seamless project and program transition to Operations and Maintenance (O&M)
  • Increased staff understanding of plant operations and improved O&M satisfaction with capital delivery

Job Duties

What You Will Be Doing:

  • Serve as a conduit between Operations and Maintenance group and Capital Delivery group to connect personal align and consolidate work efforts and to address challenges
  • Lead incident investigation and debriefings. Compile write and document factors that led to the incident identify practices/procedures that need to be improved identify what went well and what if anything went wrong with the response. Report and ensure execution on lessons learned and best practices to improve future outcomes
  • Lead efforts to refine and standardize process improvement efforts as Testing and Commissioning of new facilities and new equipment at existing facilities
  • Analyze condition assessment results in the conveyance systems and ensure the right level of project is formed to address the asset issue. Ensure follow through and usher project through the project delivery process including new project requests portfolio engineering other work groups and execution
  • Work with the Lessons Learned program to ensure themes emerging from lessons gathered are incorporated into work processes across the division to ensure we are not repeating the same issues
  • Collaborate with SQS Unit staff contribute to and socialize training programs that support optimization of capital delivery
  • Support treatment facility and conveyance training for WTD staff

Experience Qualifications Knowledge Skills

Qualifications You Bring:

  • Proven ability to work effectively with diverse project stakeholders and multi-disciplinary staff
  • Experience with wastewater utilities public works infrastructure design construction project control systems mechanical systems and/or asset replacement or equivalent
  • Excellent oral and written communication skills including experience facilitating group discussions writing reports and memos and preparing presentations
  • Skilled in streamlining processes process improvement and implementation including getting stakeholder buy in
  • Skilled in developing interpersonal relationships and instills trust
  • Demonstrated proficiency of Microsoft Office suite (Word Outlook PowerPoint and Excel) SharePoint and database management systems
Preferred Qualifications:

Understanding or knowledge of construction management contract management commissioning and testing are highly desirable.
