Position: Deputy Chief of Party

Position Reports to: Chief of Party

Project Background:

The Jordan Himaya project is a USAID-funded activity that aims to enhance access to and quality of essential services and protection for survivors of gender-based violence (GBV) in Jordan. The project has two outcomes: 1) survivor-centered institutional capacity improved, and 2) legislative frameworks for protecting survivors and responding to violence strengthened. To achieve these outcomes, the project will apply a survivor-centered systems-strengthening approach to improve prevention, response, and protection services, and to support the development and implementation of survivor-centered legislation and policies. The project will work with and through local partners, including a Jordanian partner consortium and an all-Jordanian key personnel team, to leverage their expertise and ensure the sustainability and impact of the project interventions. Outcome 1 will inform research, advocacy, and policy changes in Outcome 2, while reforms supported under Outcome 2 will be implemented and enforced by institutions and service providers that have gained stronger capacity under Outcome 1.

POSITION DESCRIPTION

The Deputy Chief of Party will be responsible for directly supporting the COP in his/her role and act on his/her behalf when needed. The DCOP will be responsible for administrative oversight for the contract and technical oversight on all or parts of the contract’s interventions including staff management and quality assurance. The DCOP will play a crucial role in the Jordan Himaya project, ensuring the delivery of survivor-centered services and the strengthening of legislative frameworks to protect GBV survivors. This position requires a proactive, collaborative, and strategic approach to manage complex project components effectively.

KEY DUTIES & RESPONSIBILITIES

The DCOP will be responsible for, but not limited to, the following:

Strategic Leadership and Management:

  • with the Chief of Party (COP) to provide strategic direction and oversight for the project's two main outcomes.
  • manage the Institutional Capacity Lead and Legislation and Policy Lead, ensuring alignment with project goals.
  • the development and implementation of Annual Work Plans and quarterly reports across both outcomes.

Technical Oversight and Quality Assurance:

  • technical activities are compliant, effective, and produce quality results, including frequent travel to oversee regional interventions.
  • with the Director of Finance and Operations to design grants, subcontracts, and consultant agreements impacting project activities.

Staff Management and Capacity Building:

  • and support staff under both outcomes, fostering a collaborative environment and promoting capacity building.
  • accountability for technical activity spending projections and budget management within the team.

Stakeholder Engagement and Reporting:

  • and maintain relationships with key Government of Jordan (GOJ) institutions, civil society organizations, and private sector partners.
  • regular reports on activity progress and contribute to knowledge management efforts, ensuring lessons learned inform future interventions.

Policy and Advocacy Support:

  • in advancing legislation, policy, and protocol reforms to enhance national policy approaches and coordination on combating violence.
  • with research partners, grantees, and stakeholders to support reform efforts and advocacy initiatives.
