The Georgia Department of Human Services (DHS) is responsible foradministering Georgia s cash food and energy assistance programs and underinteragency agreements performs eligibility functions for the state s MedicaidProgram Children s Health Insurance Program (CHIP) Women Infants andChildren (WIC) Program and Child Care Assistance Program on behalf of theGeorgia Department of Community Health (DCH) Georgia Department of PublicHealth (DPH) and Georgia Department of Early Care and Learning (DECAL).Clients use these various forms of assistance to provide the necessities fortheir families while moving towards economic independence.
Georgia s Integrated Eligibility System (IES) known as GeorgiaGateway is used by DHS to receive and process applications and performeligibility determinations for the state s health and social services programs.The system was originally designed developed and implemented in 2017. Majorsystem components include but are not limited to a customer portal workerportal (case management) business rules engine workflow management anddocument imaging and management. The system has evolved over time with majormodifications including recent changes to enable the Georgia Pathways Programand to migrate from the State s North Atlanta Data Center to a cloud platform.Through extensions and amendments to its original base contract the same IESvendor has continued to operate maintain and enhance Georgia Gateway sinceits inception.
While Georgia Gateway has served the State well the systemarchitecture lacks flexibility and adaptability limiting Georgia s ability toserve its customers efficiently improve the customer and worker experienceacross all programs ensure data security reduce benefit errors and fraud andadvance the state s goal of streamlining eligibility. The complexity time andexpense required to continue to layer additional functionality on theunderlying technology is not in the best interests of the State or its federalpartners. Additionally the remaining option year for operations andmaintenance support on the incumbent vendor s contract is set to expire on June30 2024.
The State of Georgia is seeking a highly skilled and experiencedprofessional to join our team on a contract basis as a Project Manager. In thisrole you will be responsible for overseeing and collaborating with two vendorpartners who have been engaged to reimagine the business operations andtechnical architecture of the Integrated Eligibility System (IES).
Duties & Responsibilities:
Partner withconsulting vendors to develop and administer Master Project Schedule Managerelationships with multiple consulting partners ensuring effectivecollaboration Provide oversightfor multiple projects within the program ensuring they are delivered on timeand within budget Identify potentialrisks and develop mitigation strategies Monitor and managerisks associated with the consulting partners performance Monitor financialperformance against budgets and take corrective actions as needed Ensure that teamshave the necessary resources to meet project requirements Engage with keystakeholders including internal teams and agency executives Provide feedbackand support continuous improvement Ensure compliancewith contractual agreements / statements of work Ensure adoption /adherence to Program Standards Establish projectadministration framework including: Requirements Matrix RAID Log ProjectPlan etc Establish andfacilitate multiagency project status framework Assist vendorpartners in inventorying and documenting the current state environment Assist businessassessment team in orchestrating stakeholder surveys Partner withconsulting vendor on market analysis and competitive landscape Partner withconsulting vendor in analyzing identifying and recommending solutions(Interactive Voice Response Knowledgebase Chatbot Document Management) Evaluate andrecommend procurement channels for each of the recommended solutions. Ensureadherence with Georgia procurement guidelines Collaborate withVendor Partners to propose an implementation roadmap Minimum Qualifications:
Ten years of project management experience. Ten years of experience communicating project updatesboth orally and in written form with technical staff executive management anduser staff. Ten years of experience with facilitating currentstate or application analysis sessions and documenting applications through usecase process documents and workflow diagrams. Experience with User Acceptance Testing (UAT)methodologies and documentation. Ten years of experience with meeting facilitation anddocumentation. Ten years of experience with the use of MS ProjectMicrosoft Visio Word Excel Smartsheet and Jira. Ten years of experience developing project plans. Ten years of experience with creating and presentinginternal and external status reports and detailed status reports suitable forpresentation to the management team. Ten years of experience tracking work tasks andmaintaining project schedules (including work breakdown structures). Ten years of experience with risk trackingmitigation and issue tracking. Ten years of experience with delivering projects asper agreed schedule as per the current technical specification (within scope)and within the approved budget.
Preferred Qualifications
- Seven years leading data or system modernizationprojects in a state government domain/agency.
- Three years of experience working with healthInformation Technology systems.
- Certified Project Management Professional (PMP).
- Three years ofexperience with Medicaid
- Bachelors degree or equivalent experience in Computer ScienceInformation Technology or a related field.
