As the Apprenticeship Consultant 3 you will support the goals of the Governor and the Department of Labor and Industries to monitor and promote Registered Apprenticeship and Apprenticeship Preparation in the interest of developing demand-driven employment and training services for a highly qualified and highly skilled workforce. These complex recognized apprenticeship preparation programs involve multiple trades crafts functions multiple technical/industrial operations and processes and multiple technical and political issues involving labor organizations business interests.
Duties
Some of what youll do:
- Work with OSPI the Educational Service Districts local labor unions local WSATC registered programs local schools community and technical colleges charter schools state-tribal compact school and local industry groups.
- Assist to establish the regional apprenticeship preparation pilot program in areas identified by OSPI.
- Liaison with identified groups to help develop apprenticeship preparation programs recognized by the WSATC and consistent with the WSATC recognition policy.
- Ensure apprenticeship preparation programs have preferred or direct entry into a state registered apprenticeship program.
- Meet with registered apprenticeship and apprenticeship preparation stakeholders in Eastern Washington.
- Assist with data collection on best practices and barriers.
- Work with OSPI SBCTC Washington Association for Career and Technical Education and the Work Integrated Learning Advisory Committee to evaluate the program and to consider best practices for increasing awareness about apprenticeship preparation opportunities for students and employers.
- Collaborating with the Work Integrated Learning Advisory Committee to provide advice to the legislature education and workforce sectors on creating opportunities.
Qualifications
Required:
- Successful completion of the journey level Apprenticeship Consultant 2 in-training plan
OR
- Journey level standing as a result of completion of an apprenticeship program
AND
- Two years of experience working for or providing technical assistance and consultation services to a registered apprenticeship program.
OR
- Bachelors degree or completion of a 4-year registered apprenticeship.
AND
- Two years of experience including planning policy analysis coordination and consultation with a variety of public and private agencies organizations and/or levels of government.
OR
- A combination of education apprenticeship and experience as referenced above totaling 6 years. Experience substitutes for education at the rate of one year of experience for one year of education.
AND
- The ability to take action to learn and grow.
- The ability to take action to meet the needs of others.
Desired:
- Knowledge of laws rules regulations and guidelines regarding the Washington State Registered Apprenticeship system.
- Knowledge of philosophy theory purposes needs standards and practices of on-the-job training; general background of employee and employer organizations; safety and health issues; educational systems of higher learning and high schools; principles practices and values of labor relations technical and vocational training programs.
- Ability to: Cooperate as a team member for the good and welfare of registered apprenticeship in the state of Washington; secure and maintain effective working relationships with employer and labor organizations Registered Apprenticeship Training Committees apprentices educational institutions workforce development entities and community state and federal agencies speak and write clearly; work independently.

For this position telework is permitted full time permitted part time. The assigned duty station for this position is Spokane Washington.
