Job Summary

Knowledge and Experience:

  • Two (2) years of verifiable experience as a Fleet Care Manager Supervisor or similar occupation
  • Responsible for the supervision of a large group of employees engaged in Utility/Fuel work
  • Must have a valid Arizona drivers license
  • Ability to analyze operating problems effectively and develop effective courses of action
  • Supervise and train personnel effectively coordinate complex schedules and assignments
  • Ability to read and write in English and follow written and oral instructions
  • Must be able to do basic math associated with chemical mixing square footage of surfaces to be cleaned and labor related calculations
  • Must have an excellent attendance record
  • Able to demonstrate the ability to exercise good judgment
  • Must be computer literate
  • Experience with leading and directing a large team

  • Excellent communication abilities with aptitude in problem-solving.

Key Accountabilities:

1. Leadership & Workforce Management

  • Lead coach and support unionized cleaning staff while ensuring all supervisory actions comply with the collective bargaining agreement (CBA).
  • Manage staffing levels assignments and schedule creation based on seniority rules and CBA provisions.
  • Conduct performance discussions corrective actions and grievances in accordance with the various CBAs contract guidelines and agency policy.
  • Build strong working relationships with union representatives and collaborate on operational issues labormanagement discussions and workplace improvements.
  • Promote a respectful inclusive and contractâcompliant work environment.

2. Contractor Oversight & Vendor Management

  • Serve as the primary liaison for contracted bus cleaning vendors and enforce adherence to performance safety and reporting requirements outlined in their contracts.
  • Verify contractor compliance with scope of work staffing levels KPIs and safety practices.
  • Review and approve contractor invoices ensuring accuracy of work performed.
  • Participates in RFP development contract evaluation and renewal processes.
  • Conduct regular compliance audits and reviews with contractor personnel.

3. Operational Oversight

  • Ensure all equipment (buses and support vehicles) are cleaned disinfected fueled and prepared for service timely and according to agency standards.
  • Oversee daily operations including interior cleaning nightly servicing deep cleans biohazards and special projects.
  • Conduct a minimum of 20% quality inspections and document findings coach staff and contractors toward continuous improvement.
  • Coordinate with Operations Maintenance and Facilities teams to meet service deadlines and support special events or operational changes.

4. Labor Relations & Contract Compliance

  • Interpret and apply the collective bargaining agreement in all supervisory actions.
  • Participate in grievance procedures investigatory meetings and arbitration preparation as required.
  • Ensure discipline job bids leave approvals and overtime assignments follow contractual rules.
  • Provide management representation for labormanagement committee meetings and collaborate on workforce or safety initiatives.

5. Safety Compliance & Quality Assurance

  • Ensure compliance with OSHA EPA ADA FTA regulations agency policies and CBA safety provisions.
  • Maintain standardized cleaning processes chemical usage guidelines and PPE requirements.
  • Conduct regular safety audits and implement corrective actions.
  • Report incidents hazards and near-misses and lead root-cause analyses.

6. Budgeting Inventory and Reporting

  • Prepare and manage budgets for staff labor contracted services supplies and equipment.
  • Maintain records including cleaning logs quality inspection reports attendance overtime grievances and contractor performance data.
  • Provide regular operational updates metrics and forecasts to senior leadership.

This role involves both office and field work within bus transit facilities including working in extreme weather condition (hot and/or cold); Regularly performs physical activities that require considerable use of the arms hands and legs and moving the whole body such as walking standing lifting up to 50 lbs. climbing bending and handling materials; is frequently exposed to loud noise fumes or airborne particles toxic or caustic chemicals in a ventilated maintenance shop; May walk and/or stand for over 6 hours per day; Works with personal computer (PC) laptop and electronic hand-held device (cell phone two way-radio); works around heavy machinery.
