POSITION SUMMARY
S&BDs Policy Strategy team is responsible for proactively developing and aligning MPCs position on policy related opportunities and subsequently partnering with other internal organizations on MPCs advocacy strategy. This includes existing and developing regulations and legislation which may impact the enterprise. The principal areas of focus include fuels and low-carbon midstream and general policy. The teams success requires significant cross-functional collaboration to ensure appropriate consideration of enterprise-wide perspectives of policy matters. Furthermore the team will work closely with internal and external stakeholders to then execute on supporting an advocacy strategy. This will include close alignment with MPC Government Affairs and external industry trade groups.
The position will report to the Policy Strategy Director and be based out of MPCs Findlay campus. It will offer broad exposure to senior leadership as well as internal and external subject matter experts as it relates to general energy related policy.
This position is part of a job family with multiple career levels. Final title and compensation will be based on the successful candidates overall experience level and qualifications.
KEY RESPONSIBILITIES
Regulatory Strategy & Policy Development
- Develop strategic recommendations for leadership on regulatory risks opportunities and compliance strategies regarding transportation emissions and fuelquality standards
- Translate complex technical issues including fuel chemistry emissions systems vehicle infrastructure hydrogen alternative gasoline and diesel fuels to proactively build clear policy positions on both the federal and state levels
- Participate in policy efforts regarding air quality standards including ozone and particulate matter National Ambient Air Quality Standards (NAAQS) taking a lead on mobile source impacts
- Participate in discussions involving mobile source regulations including Californias Advanced Clean Cars (ACC) Corporate Average Fuel Economy (CAFE) standards and EPA multi pollutant rules to drive consistent messaging
Regulatory Analysis & External Engagement
- Analyze proposed rules from agencies such as EPA DOE DOT CARB and NHTSA assess impacts and provide substantive comments for industry and agency consideration
- Expand engagement in industry and technical work groups whose members may include engine manufacturers government educational institutions and research firms
- Define projects that align with company policy priorities including active participation in the automotive and energy coalition groups to drive value-added initiatives
Technical Expertise & Scenario Planning
- Serve as the Subject Matter Expert on automobile manufacturing including planning cycles CAFE and multi-source pollutant rule program histories as well as crediting mechanisms to support internal scenario analysis and planning
- End to end fuel value chain understanding to highlight issues and propose solutions to ensure product in-use compatibility
- Assist with scenario planning and longrange forecasting related to vehicle technology pathways fuel transitions and emissions standards
- Partner with internal teams to refine assumptions validate regulatory scenarios and support longterm planning related to automobile manufacturers emissions policies and vehicle standards
- Monitor international regulatory and policy trends in transportation and fuels policies to anticipate long-term risks and opportunities for the company
Internal Alignment & Cross-Functional Teams
- Develop and deliver briefings for senior executives and company teams to ensure alignment on regulatory strategy and advocacy priorities
- Lead cross-functional teams to drive advocacy around technical fuels specifications including octane Reid Vapor Pressure (RVP) natural gas Liquid Natural Gas (LNG) and renewable fuels
REQUIREMENTS
- Bachelors degree required; advanced degree in engineering law business or related field preferred
- Experience in the automotive industry with a minimum of 7 years of experience in policy environmental compliance corporate strategy or a similar field
- Excellent presentation skills with experience presenting to mid-level and/or senior management
- Ability to build relationships and gain trust with internal and external stakeholders
- Proven collaboration skills to influence stakeholders and gain buy-in without positional authority
- Strong interpersonal skills to manage diverse group of internal stakeholders who may have varying business perspectives as it relates to MPCs position for a policy matter
- Ability to read and understand contracts regulations and legislation
- Ability to travel up to 25%
PREFERRED QUALIFICATIONS
- Experience in policy and advocacy strategy development and execution with preferred candidate possessing experience in these fields with close connection to MPC/MPLX business
- Ability to interpret complex policy language and issues into easy to understand communications
- Ability to interface with all levels of the organization and senior level leaders
- Ability to think beyond the status-quo and promote change management
