The Human Capital Management (HCM) Analyst series is characterized it focuses on optimizing human capital processes using HR software systems to gather insights analyze trends and provide recommendations for workforce planning and development. The HCM Analyst ensures that human resources data is accurate accessible and compliant with organizational policies and regulations.

Distinguishing Characteristics
The Human Capital Management (HCM) Analyst is a journey level of the series. Incumbents are expected to work independently in identifying and resolving complex problems.

Examples of Duties
  • Serve as a functional resource on matters involving the support maintain and enhance the Countys HR and payroll systems.
  • Review and improve departmental work processes for system efficiency.
  • Participate in the configuration implementation and maintenance of HCM software systems to ensure data integrity and functionality for HR and payroll processes.
  • Coordinate system changes with departments when required by law or procedure updates to ensure compliance with HR policies regulations and industry standards.
  • Audits and ensure data compliance.
  • Collaborate with department managers to identify system problems design and implement new HR tools and processes.
  • Design implement and support system module.
  • Identify system issues and collaborate with technology staff in designing and implementing system revisions.
  • Analyze and report on human capital data (e.g. workforce demographics performance turnover compensation) to support decision-making.
  • Provide vacation and temporary relief as required.

These modules help streamline employee data management time reporting training and global payroll.

  • Human Resources (Core HR): Manages employee data job records organizational structure and hiring.
  • Payroll (North America/Global): Configurable payroll processing integrated with financial reporting.
  • Absence Management: Tracks and calculates paid and unpaid time off.
  • Time and Labor: Records time spent on tasks feeding into payroll for labor analysis.
  • Benefits Administration: Handles employee benefits including health insurance savings plans and deductions.

  • Recruiting Solutions: Manages the entire talent acquisition process.
