Oxfam Novib Nigeria is looking for PROJECT OFFICER
Duty station: Biu Borno state
Type of appointment: Fixed-term Contract
Contract duration: 6 months
Work schedule: Full-time (40 hours per week)
Reports to: Project Coordinator
Salary & Scale: Grade Level D1 Annual Gross Salary (8016695.00)

CONTEXT
The Project Officer will play a key role in supporting the effective implementation of activities of the project titled Support to Improving Social Cohesion through Community Development Planning in 3 LGAs of Adamawa and Borno states. This project aims to enhance social cohesion resilience and inclusive and participatory community development in the targeted 31 wards of Guyuk LGA in Adamawa Biu LGA and Kwaya Kusar LGA in Borno.
OBJECTIVE OF THE POSITION
The role supports local authorities community structures and implementing partners to strengthen inclusive planning budgeting and service delivery processes in line with Oxfams values of accountability empowerment and inclusion and GIZs results-based partnership-oriented and sustainability-focused implementation approach.
KEY RESPONSIBILITIES
1. Programme Implementation & Results Delivery
- Coordinate and deliver approved project activities at LGA level in line with the project log frame work plans and budget.
- Ensure timely achievement of outputs related to social cohesion inclusive planning and community development.
- Support the operationalization of Community Development Planning (CDP) processes across wards in the assigned LGA.
- Monitor activity implementation identify risks and bottlenecks and propose adaptive solutions to ensure results are achieved.
2. Governance Participation & Capacity Strengthening
- Support local government authorities to strengthen inclusive planning budgeting and service delivery systems.
- Facilitate capacitybuilding activities for:
- LGA Development Coordination Committees (LGDCCs)
- Ward Development Coordination Committees (WDCCs)
- Ward Development Support Committees (WDSCs)
- Promote budget literacy transparency and citizen participation across priority sectors.
3. Partnership & Stakeholder Engagement
- Build and maintain effective working relationships with local government officials community leaders civil society actors and development partners.
- Support implementing partners in planning facilitating and documenting CDP sessions and training events.
- Ensure coordination with relevant state and LGA institutions to promote ownership and sustainability of results.
4. CrossCutting Themes Safeguarding & Conflict Sensitivity
- Ensure systematic integration of gender equality inclusion (persons with disabilities IDPs host communities and returnees) conflict sensitivity and environmental sustainability.
- Apply Do No Harm safeguarding and protection principles in all project activities.
- Identify escalate and mitigate potential safeguarding protection or conflictrelated risks in collaboration with partners and LG stakeholders.
5. Monitoring Evaluation Accountability & Learning (MEAL)
- Track progress against project indicators at LGA level and support data collection verification and reporting.
- Work closely with the MEAL Officer to ensure evidencebased reporting and learning.
- Document lessons learned good practices and success stories to inform adaptive management and learning.
6. Reporting Coordination & Organizational Learning
- Prepare and submit highquality weekly monthly and quarterly activity and progress reports.
- Participate in project review meetings reflection sessions and planning processes.
- Contribute to organizational learning by sharing field insights and recommendations
- Collaborate with other projects within the country program to ensuring adherence to one program approach.
Capacity Building & Mentorship
- Provide guidance to the partners on identified areas of gaps.
- Facilitate Field knowledge sharing to strengthen quality programming within the project team and partner organizations.
Other Duties
- Perform any other tasks delegated by the Project Coordinator or the Program Manager Accountable Governance to ensure smooth implementation of CDP Project.
WHO ARE WE LOOKING FOR
Qualifications and Experience:
- Bachelors degree in social sciences development studies or a related field. A masters degree is an added advantage.
- Minimum of 4 years of experience in community development with strength in social cohesion or related fields.
- Proven experience in working with communities and engaging diverse stakeholders
- Experience working with international organizations and other CSOs on governance and strengthening community participation.
- Strong knowledge and practical experience in monitoring and evaluation methodologies data collection techniques and analysis.
- Excellent written and verbal communication skills with the ability to present information clearly and concisely. Ability to facilitate workshops and community forums.
- Strong organizational and time management abilities with the ability to manage multiple tasks and meet deadlines.
- Familiarity with the socio-political context of Adamawa and Borno States and knowledge of local languages is desirable.
- Proficiency in computer applications including Microsoft Office.
- Collaborate effectively with local authorities stakeholders beneficiaries and the broader community to advance Oxfam country office or regional objectives.
