Project Sourcing Manager (PSM) is accountable for configured systems procurement required to execute the project. The role is part of the GPS Asia Projects Sourcing team and will lead specific projects the management and timely delivery of all direct procurement of major Material Ship Direct (MSD) Balance-of-Plant (BOP) and Heat Recovery Steam Generator (HRSG) equipments.

The PSM is a member of the Sourcing team and reports in the project team for his/her functions directly to the Project Director (PD)/ Project Manager (PM). S/He is the main point of contact in the project for all matters related to sourcing & procurement and will liaise as with all sub-functions within the Sourcing function.

Along with Project Sourcing activities this candidate will also be responsible to support Project Tendering requirements on providing sourcing inputs to tendering in terms on budgeting and equipments costings and facilitate the team in winning the tenders.

Job Description

Essential Responsibilities -

  • Leads the configured systems procurement team for the project from Gate 2 through to COD/Punch List Resolution
  • Acting as project manager for the sourcing scope of the project
  • Responsible for spare parts in his/her scope for the project
  • Collaborates on establishing baseline project schedule (Commitment Meeting)
  • Collaborates with IPM on change management to the project sourcing baseline for sourcing activities
  • Orchestrate W2W Sourcing Activities
  • Preparation & application of common approach such as defining and applying contract requirements (i.e. sourcing restrictions; financing restrictions etc.) for BOP MSD and HRSG
  • In close cooperation with PTM reviews and updates the purchasing strategy (i.e. top ten list EPP) the project specific sourcing concept (procurement concept) and suppliers in EPP are target panel supplier with minimal deviations
  • Create and develop a single project-related PRPC doc for all configured systems scope & review/approve with IPM
  • Verifies configured systems budget at time of release with Project Finance Manager/IPM/Cost Analyst and resolves budget allocation discrepancies
  • Embedded within existing sourcing processes & drives timely PO issuance and ensures robust updates of PO tracking
  • Understands late PO profiles by project and drives problem solving within sourcing function
  • Participates in DM and drives late POs through to applicable escalation Tiers and aligns with IPMs on project level issues
  • Drives EAC within Sourcing (GCLs CSLs VSFLs Buyers Expeditors) for the project and is responsible for applicable KPI
  • Drives OTD RTS within Sourcing (VSFLs Expeditors SQEs Engineers) for the project and is responsible for applicable KPI
  • Gathers Fulfilment inputs and info from sourcing team and synthesis communication to the project level.
  • Presents change management scenarios to support on project level decisions (Cost related split shipments FMI type work premium transport Etc.)
  • Ensure Vendors comply with Packaging and storage restrictions
  • Ensures a smooth hand-over of configured systems procurement related scope between tender team and project execution team
  • Partner with Commodity Manager as VOC in contract claim management and ensure vendor recovery
  • Has Visibility and oversight to Vendoc Schedule and requirements (including O&M manuals) to monitor and enable supplier OTD addressing risk & escalating as needed to IPM
  • Perform validation of Code Compliance Reqs proactively prior to shipping; act as escalation contact for all 3 value streams (MSD BOP HRSG)
  • Ensures that suppliers meet all contractual requirements related to documentation including shipping documents end of manufacturing reports certificates
  • Collaboration with SQE to support FPQ/PLQ supplier monitoring and Quality execution activities with Vendors which can impact OTD
  • Drives for ERP rollout and necessary vendor extensions for the legal entity which will be used for PO issuance based on contractual legal chart
  • Supports and participates in Project Operating Rhythm (PM &IPM)
  • Embed within Tier DM Escalation processes
  • Establishes Project Sourcing Health Scorecard Action Tracker cost summary sheet and claim summary sheet
  • Ensures compliance with the quality EHS lifesaving rules & ComplyWorks from the project business sector and corporate within the project
  • Escalation contact for all site related configured system procurement issues
  • Partner and Drive fulfillment of critical/Highest escalation IPRs within Sourcing Organization to drive fulfillment and cycle reduction
  • Updates vendor list and ensures PMs approval in close collaboration with project engineering manager (PEM) and the Project Director (PD) as applicable. Informs IPM.
  • Coordinates on- and offshore procurement activities including turnkey sub-contracts

Qualifications/Requirements

  • Bachelors Degree level qualification preferably in Engineering from an accredited university/college
  • Demonstrated experience in Sourcing & or Procurement Management in a project environment
  • Experience in project and/or program management is an added advantage
  • At least 10 years of experience in a functional or operational role and 3 years in a managerial role in a technical project environment preferably in the Power industry
  • Advanced MS Office Skills
  • Fluent in English
