THE PROJECT:

Project Public Awareness Raising in Renewable Energy and Efficient Energy in Vietnam (PAR3E) is funded by the European Union (EU) owned by the Ministry of Industry and Trade (MOIT) and implemented by Oxfam in Vietnam Vietnam Confederation of Commerce and Industry (VCCI) and Vietnam Journalists Association (VJA). The project started on October 1 2023 and will end by 31 December 2027.

The overall goal of the project is to contribute to a sustainable socially just energy transition in Vietnam. The specific objective is to increase public and private-sector awareness on renewable energy (RE) and energy efficiency (EE) policies/programmes and to ensure that the effectiveness of RE/EE practices and initiatives are significantly raised contributing to sustainable energy supply consumption and security in Vietnam.

The project has four Specific outcomes includes: i) to equip key public and private stakeholders with understanding and knowledge of RE/EE policies the effectiveness of RE/EE measures and initiatives; ii) to improve media communication and coverage on RE/EE and gender sensitivity in the energy sector; iii) to increase gender equality RE/EE practices in the daily life and businesses; iv) to increase the number of businesses accessing to investment for RE/EE practices. Gender equality is integrated throughout the project ensuring that it not only contributes to Vietnams sustainable energy targets but also ensures a gender equitable and socially just energy transition.

Oxfam is looking for a committed and qualified candidate for the position of Project Manager for this project.

JOB PURPOSE:

  • To lead the overall workplan/budgeting and oversee all project implementation including management and provision of support to staff and partners at national and local levels;
  • To steer project content in the project planning implementation monitoring and evaluation;
  • To maintain good relationships with key stakeholders and project partners;
  • To build synergy and linkages with other projects and programmes of Oxfam in Vietnam.

BUDGET RESPONSIBILITY

About 2 million EURO

KEY RESPONSIBILITIES (Technical Leadership People and Resource management)

  • Provide overall management of day-to-day implementation of the project including project planning budgeting monitoring and implementation to ensure achievement of overall project objectives and outcomes.
  • Monitoring of overall project funds - projecting cost to achieve each deliverable regularly reviewing and ensuring a multi-year project financial picture. Ensure internal financial management and that of partners satisfy Oxfam and donor requirements.
  • Manages supervises project staff coordinates the team and take final responsibility for programme activities planning and design based on the agreed overall programme framework.
  • Leading to ensure overall quality assurance and risk management of the programme. Together with the Program officer and other team members to provide direct support monitoring and evaluation of partners in the programmes portfolio.
  • Main contact to the donor and is responsible for project management and reporting with the donor.
  • Be responsible for identifying organizing facilitating and if needed monitoring the capacity building processes for staff partners and other stakeholders in the project.
  • Ensure implementation of Oxfams operational policies procedures and guidelines (especially gender equity child protection safe programming) in all aspects of Oxfams work;
  • Represent network and communicate Oxfam positions when appropriate to institutions government national and local organizations as required.

EXPERIENCE KNOWLEDGE & COMPETENCIES

ESSENTIAL

  • University degree preferably Master degree on environment energy media & communication or other related fields.
  • Substantial working experience with sustainable development Vietnam environmental protection and sustainable energy development.
  • Substantial knowledge and experience about project management including experience and skills in planning developing managing and monitoring development programmes/projects (including design capacity building partnership management fund raising report writing monitoring and evaluation knowledge management advocacy inter-agency networking and coordination etc.); Experience in resource management e.g. people finances assets.
  • Strong conceptual analytical and strategic thinking; Ability to analyse development context and driving factors; Ability to think politically by understanding motivations pressures and challenges faced by different actors; Ability to influence others.
  • Strong experience in relationship building and working with multi stakeholders especially national and local government agencies the private sector Media University
  • Ability to demonstrate an openness and willingness to learn about the application of Oxfam gender mainstreaming framework womens rights and diversity to all aspects of development work.
  • Good communications presentation and facilitation skills; High level of written and spoken English and Vietnamese.
  • Good social and intercultural skills.
  • Good computer skills (writing and spreadsheet programmes).
  • Willingness to travel to remote areas of Vietnam.
