Program Summary
The Refugee Skills and Employment Sector support refugees on their path to employment opportunities and long-term career success through a combination of foundational training skill development and direct job placement services.


Position Summary
IRCOs Refugee Skills and Employment Sector is part of the Workforce & Employment Services (WES) Division at IRCO where the vision is for individuals and families to set and achieve career goals and secure quality employment through welcoming community responsive and client-centered services. The Refugee Skills and Employment Services Assistant Manager with support from the WES Division Director will manage several programs including Refugee Employment Service Pre-Employment training and Refugee Career Pathway. The Assistant Manager is responsible for overseeing day-to-day program operations including budget planning and tracking monitoring program outcomes and support services and supervising staff across all sector programs. This role works closely with the Division Director to manage communications provide leadership and guidance to staff ensure adherence to program standards and develop strategies to meet program benchmarks. Additional responsibilities include participating in leadership meetings liaising with funders delivering ongoing training and support to sector staff and ensuring program quality and compliance. The Assistant Manager also ensures report submissions leads the start-up and implementation of new programs and other tasks related to program operations and management.


Essential Functions

Program Leadership & Contract Management:

The Assistant Manager assures us that all policies contracts and grant obligations are met and administered appropriately for assigned programs including the following:

  • Lead planning and implementation for all contracts under direct management responsibility. This includes designing and creating new tools including templates workplans / work-production schedules processes logic models annual plans and various forms.
  • Lead team in delivering quality trauma-informed data-informed community focused services that center the needs of refugees and other new arrivals
  • Conduct regular program reviews to improve efficiency and support to ensure compliance with contract requirements and make adjustments as necessary
  • Assist with planning designing supporting and implementation of program and service redesigns
  • Manage program budgets budget review writing reports budget amendments contract renewal and contract review. Negotiate contract outcomes with funders as needed.
  • In collaboration with the team adapt program operations and models to evolving IRCO policies funder requirements context and client needs
  • Track outputs for each project/contract and submit timely reports to funders
  • Help troubleshoot day to day problems with staff and Coordinator building processes and forms to support workflows
  • Approve payment vouchers mileage forms and other IRCO documents in line with IRCO policies funder guidelines and spending authority limits
  • Ensure all program records and files are up to date and in compliance with best practices IRCO and funder policies and requirements
  • Ensure that staff maintain the highest level of confidentiality in their daily work and filing
  • Oversee all aspects of program operations for projects overseen by Coordinators under direct supervision if any. Support subordinates if any with project plans contract monitoring and compliance meeting program goals and objectives and narrative and data reports internally and externally.
  • Regularly assess reputational risk services provided in communities served

Team Management:

  • Ensure programs and program staff adhere to IRCOs policies mission and customer service values as well as division or program policies and values statements
  • Provide supportive supervision to all sector employees ensuring quality service delivery for IRCO clients and equity across the team
  • Foster a caring supportive and accountable environment
  • Approve time sheets conduct performance evaluations coordinate schedules for directly supervised teams (up to 8 FTE) in alignment with agency wide practices rules and policies
  • Follow IRCO policies and work with HR on hiring and disciplinary actions when needed in consultation with supervisor
  • Provide on-boarding and ongoing professional development opportunities for staff
  • Ensure consistent interpretation of IRCO policies and internal guidelines and overall Code of Conduct
  • Manage day-to-day work of and approve timesheets for on call/casual staff interns and volunteers and oversee/guide Independent Contractors work
  • Monitor and manage staff workloads and caseload distribution to ensure equity and prevent burnout
  • Encourage innovation and continuous improvement by soliciting staff feedback and implementing staff-driven solutions
  • Support staff in goal setting and career development including mentorship and succession planning
  • Ensure compliance with mandatory training and certifications and track staff participation
  • This position will be a community focused and Trauma Informed Care Champion and will collaborate on implementing IRCOs lawful fairness in access and opportunity plan. Conduct supervision and program oversight using strength based Trauma Informed Care (TIC)and community focused lens.

Strategy Vision and Representation:

  • Co-lead strategic visioning and development of the Refugee Skills and Employment Sector
  • Provide public relations and outreach support on behalf of IRCO and our funders to meet the program and organizations overall goals and objectives
  • Participate in funding conversations with private and public funders at various levels to Refugee Skills and Employment sector programming IRCO and client needs
  • Build and maintain positive relationships with key stakeholders such as the state refugee Services Oregon Department of Human Services (ODHS) and Office of Refugee Resettlement (ORR)
  • Work with a development team to draft and support funding applications made to various funding sources
  • Develop and maintain inter- and intra-agency agreements. Conduct outreach activities to promote programs and agency objectives within the community.
  • Attend and actively participate in assigned community relations activities and advisory and/or committee meetings; participate in management team meetings staff meetings trainings committees and other activities to support IRCOs goals and objectives
  • Contribute to the implementation of the IRCO strategic plan

Requirements

Education & Experience

MINIMUM JOB SPECIFIC QUALIFICATIONS:

  • Bachelors degree or equivalent combination of training and experience
  • 3-4 years of experience is required in program management and over 2 years experience in people management

  • Strong skills in community focused interpersonal and organizational communication
  • Communicate effectively in a positive manner verbally in writing and by phone
  • Strong communication skills in a multilingual multibackground team and organization

  • Work Independence: Positions at this level are expected to work under minimal supervision. Positions regularly contribute ideas but decisions or actions that commit the organization or which are outside established policy/procedure are expected to be referred to others
  • Environment: There is a moderately low level of personal risk encountered. Job conditions are occasionally uncomfortable relative to noise temperature inside/outside work dirty conditions or interactions with angry or hostile people
  • Schedule: The work schedule occasionally fluctuates based on organization or customer needs. This fluctuation may occur with or without prior notice.

Supervisory Responsibilities

Positions at this level are responsible for a range of supervisory functions including the direct supervision of program coordinators providing guidance performance management and support to ensure effective service delivery. They also oversee service staff indirectly setting expectations monitoring outcomes through coordinators and ensuring that services align with organizational goals and quality standards.

Responsible for a full range of supervisory responsibilities including providing daily work direction authority to hire discipline and terminate employees make pay adjustments communicate performance appraisals etc.
