The fractional Human Resources Manager will serve as the primary HR resource for the organization and will work closely with leadership to ensure employees are supported and company policies and procedures are effectively implemented.
Key Responsibilities
HR Administration
Manage the full scope of day-to-day HR operations for a distributed workforce ensuring HR processes run smoothly and consistently across multiple states.
Maintain accurate employee records personnel files and HR documentation in accordance with legal and company requirements.
Develop maintain and update HR policies employee handbook materials and internal HR procedures as needed.
Implement practical HR systems and processes that support a small but growing organization.
Payroll
Process and administer payroll ensuring accuracy of employee compensation deductions and payroll records.
Coordinate with controller and internal systems to ensure timely and compliant payroll processing.
Serve as the primary contact for employees regarding company policies benefits payroll employee relations compensation and other human resource related
Compensation and Benefits Planning
Review the companys current compensation practices and develop a structured compensation plan that supports competitive pay internal consistency and future hiring needs.
Research and recommend employee benefits options appropriate for a small growing organization including health insurance retirement plans and voluntary benefits.
Work with leadership to evaluate costs select vendors and implement a practical benefits program that supports employee retention while maintaining financial sustainability.
Compliance & Employment Law
Ensure compliance with federal California and other applicable state employment laws affecting the organizations workforce.
Monitor employment regulations and ensure HR policies and practices remain compliant with changing laws.
Provide guidance to leadership on HR-related compliance matters including wage and hour rules employee classification and workplace policies.
Maintain appropriate HR documentation and ensure required employment records are retained and organized.
Recruitment & Onboarding
Manage recruiting efforts including posting job openings coordinating candidate interviews and assisting with candidate evaluations.
Support hiring managers in developing clear job descriptions and effective recruiting strategies.
Oversee the onboarding process to ensure new employees complete all required employment documentation and receive appropriate orientation to the organization.
Ensure a consistent and positive onboarding experience for new hires.
Employee Relations & HR Support
Serve as a trusted resource for employees and managers regarding HR policies workplace concerns and general employment questions.
Provide guidance to leadership on performance management workplace issues and employee development.
Assist leadership in addressing employee concerns or workplace challenges in a fair and professional manner.
Support a positive and productive workplace culture while maintaining appropriate HR structure and accountability.
Improve employee engagement within the organization.
Qualifications
7 years of progressive HR experience with increasing responsibility.
Experience managing HR functions for small growing or start up organizations
Strong knowledge of California employment law and multi-state compliance requirements.
Comfortable working independently and managing HR responsibilities in a remote environment.
Strong communication problem-solving and organizational skills.
