Primary Purpose
To lead and coordinate the regional testing program in compliance with state and national requirements serving as the primary liaison to the Texas Education Agency and assessment this role the Regional Testing Coordinator and Accountability Coach supports 76 school districts and 40 charter schools by providing technical assistance training and professional development related to assessment data systems and accountability. The position leverages assessment and data tools to strengthen formative and summative analysis promote continuous improvement and guide districts and charters through accountability and intervention efforts aligned to ESC 11s strategic goals.

- Comprehensive Accountability Expertise: Deep knowledge of state and federal accountability systems TEA requirements test administration procedures and related rules and policies with demonstrated competence in guiding districts and campuses through compliance and improvement efforts.
- Data Analysis and Assessment Proficiency: Advanced understanding of test measurement concepts norm-referenced assessments and large-scale data analysis; ability to organize interpret and apply data to inform decision-making using systems such as Eduphoria DMAC MAPS NWEA TFAR and advanced Excel/database tools.
- Instructional Alignment and Performance Insight: Ability to connect instructional programs including special populations (Special Education CTE Bilingual/ESL etc.) to student performance outcomes and lead leaders in using accountability measures to close achievement gaps.
- Professional Development and Training: Experience developing content and delivering high-quality training to campus and central office administrators both in-person and virtually with the ability to present complex accountability and assessment concepts clearly to diverse audiences.
- Communication and Stakeholder Engagement: Excellent written and verbal communication skills with the ability to collaborate effectively with a broad and diverse constituency and simplify complex information to meet audience needs.
- Technical Organizational and Problem-Solving Skills: Proficiency in computers and standard applications (Microsoft Office Google tools and Smartsheet) strong organizational capacity to coordinate regional trainings and effective problem-solving and decision-making abilities.
Experience
- Minimum of three years of central office experience (required)
- Minimum of two years of campus administrative experience (required)
- Minimum of three years as a testing coordinator in a K-12 public school system (required)
- Experience as a district accountability lead coordinator or director (preferred)

- Develop and deliver training and technical assistance on test measurement concepts assessment administration data interpretation and continuous improvement for campus and district leaders.
- Support District Testing Coordinators in managing state and local assessment administration including communicating assessment security procedures and legal requirements.
- Coordinate and support the regional accountability program including planning and delivering conferences workshops and professional development sessions in both virtual and in-person settings
- Partner with TEA other ESCs and state and national agencies to advance strategic priorities.
- Provide leadership and technical expertise to LEAs in analyzing interpreting and applying campus district regional and state performance data to inform continuous improvement.
- Disaggregate and analyze regional and statewide data; produce performance reports and provide recommendations to guide ESC support services.
- Assist LEAs in fulfilling all requirements of the state and federal accountability system including campus planning data disaggregation on-site technical assistance and compliance with applicable laws and regulations.
- Serve as a regional resource and representative on statewide committees and accountability networks.
- Coordinate market and provide training on Assessment Data Systems and Data Resource Systems (e.g. Eduphoria DMAC TEKSbank MAPS NWEA) to strengthen formative and summative data use within professional learning communities.
- Collaborate with accountability special programs MTSS GT and Emergent Bilingual staff to identify and address professional development needs aimed at closing student achievement gaps among subgroups.
- Provide technical assistance and leadership development support to campus and district leaders in the effective use of assessment and accountability measures.
- Maintain strong communication and customer service with LEAs ensuring timely updates and effective coordination related to accountability and assessment initiatives.
- Manage assigned projects and processes to meet defined outcomes and state compliance deadlines while engaging in required state and local professional development related to accountability and data systems.
- Support ESC-wide initiatives and perform additional duties as assigned by the supervisor or Director to advance regional assessment and accountability efforts.

Computers projection devices control panels in meeting rooms printers productivity software software specific to the job assignment network resources internet resources and other hardware and software necessary to perform the functions of the job effectively and efficiently.
Working Conditions (Mental Demands/Physical Demands/Environmental Factors)
Mental: Public relations and people skills are always required work with frequent interruptions and maintain professional composure and confidentiality under stress.
Physical: Occasional prolonged and irregular hours ability to move tables and chairs and load/unload boxes and materials. Prolonged use of a computer. Frequent region and state-wide travel.
Travel: Travel to Local Education Agencies (LEAs) in the region and some overnight travel is required. Assignments to districts are based on the needs of the LEA and the availability of consultants. Mileage is reimbursed and arrangements for overnight travel are provided by ESC Region 11.
Environmental: Open cubicles/workstations.
Evaluation
Annual performance evaluation will be performed in accordance with the adopted policies of the Education Service Center Region 11. Employment in this position is contingent upon performance need and funding.
