Duties

Joining Customs & Border Protection (CBP) Office of Accountability will allow you to utilize your expertise in leading planning and conducting varied inspection projects or other analytical assessments. This position starts at a salary of $145052.00 (GS-14 Step 1) to $188573.00 (GS-14 Step 10). In this Inspections Specialist position you will become a key team member of Homeland Security professionals involved in evaluating operations compliance of established CBP procedures and policies and assessing operational/organizational compliance; developing implementing monitoring and periodically refining inspection protocols encompassing complex and constantly changing CBP policies; planning organizing reviewing evaluating and assessing highly complex operational inspections; and presenting inspection project findings orally and in written reports.

Typical Work assignments include:

  • Providing the CBP Juvenile Coordinator with timely independent and reliable information and fact-based analysis from assigned inspections and assessments concerning CBPs compliance with the Flores Settlement Agreement (FSA) and related internal policy.
  • Fully participating and leading a team of JCD Inspections Specialists in all phases of the planning and organization of assigned on-site or virtual FSA compliance inspection projects.
  • Developing possible solutions to issues identified to assist management over inspected facilities to address identified programmatic issues improve operational effectiveness or efficiency strengthen existing internal controls and/or overcome impediments to the achievement of CBP objectives and goals.
  • Guiding team members in writing individual sections of reports entailing internal coordination with team members and external coordination with agency partners including the operators and the Office of Chief Counsel to obtain statistical and operational data and ensure accurate complete and timely Court reports.
  • Identifying the CBP offices or other locations that will be visited as part of the review and prepares a work schedule detailing the assignments to complete the fieldwork aspect of the project.

    Qualifications

    Specialized Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level performing duties such as:

    • Implementing laws and regulations court precedents and current program instructions concerning juveniles.
    • Planning organizing and preparing all phases of complex analytical assessments of CBP administrative operational and/or financial internal control process reviews and other analytical assessments.
    • Leading discussions during entrance and exit conferences held with CBP management to include the review of inspection results and addressing possible solutions to the issues identified.
    • Developing implementing and monitoring inspection protocols intended to assess operational compliance with the Flores Settlement Agreement and CBP policies and procedures pertaining to the detention and care of juveniles.

    Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community student social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.

    You must:
    • Meet all qualification requirements including education if applicable to this position subject to verification at any stage of the application process; and
    • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 02/06/2026.

    Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
    • Working for the U.S. Government as a federal civilian or as a member of the military
    • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
    • Participation in a study abroad program sponsored by a U.S. affiliated college or university
    • Working as a contractor intern consultant or volunteer supporting the U.S. government
    Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.
