Summary

The VA Western New York Healthcare System is currently recruiting for one Supervisory Transportation Mobility Specialist who will manage the VAMCs Veteran Transportation Program which includes; Beneficiary Travel/Special Mode Transportation; Veteran Transportation Service and Highly Rural Transportation Grants.


Duties

Supervisory Mobility Transportation Specialist duties include:

  • Incumbent ensures the scheduling of staff to meet workload requirements and determines how workload should be assigned processed and reviewed.
  • Provides guidance and technical direction for accomplishing the work of the unit and ensures the work assignments in the unit are carried out.
  • Reviews results of work to assess quality and quantity of work produced by each employee formulates written procedures and performance standards reviews work in progress to ascertain problem areas and takes corrective action as needed.
  • Incumbent supervises and coordinates inpatient and outpatient transport services to include scheduling and dispatch of escort staff volunteers CWT and IT (Incentive Therapy) workers on assignments according to the skills required and the abilities of the personnel on duty.
  • Establishes guidelines and performance expectations for staff which are clearly communicated through the formal employee performance management system.
  • Observes and evaluates employees performance. Resolves informal complaints and grievances.
  • Develops work improvement plans recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters.
  • Initiates disciplinary measures as appropriate to the authority delegated in this area. Reviews approves or disapproves leave requests.
  • The incumbent assures that all VTS Program staff obtains and maintains appropriate licenses certifications and training appropriate for each position.
Program Administration and Development:
  • The incumbent manages the Veteran Transportation Program and services provided at the VAMC by planning developing evaluating marketing and directing administrative activities in multiple programs related to the transportation systems for metropolitan as well as rural/remote beneficiaries eligible for travel.
  • Incumbent works with other services within the VAMC.
  • The Mobility Manager develops analyzes evaluates advises on or improves the effectiveness of work methods and procedures manpower utilization distribution of work assignments delegation of authority management controls information and documentation systems and similar functions of management.
  • Interprets and implements VHA Chief Business Office VTP policies and procedures pertaining to transportation among the multiple programs at the VAMC.
Workforce and Position Utilization:
  • As the supervisor for designated/assigned staff performs/coordinates personnel actions maintains personnel-related records such as performance ratings position descriptions awards and proficiencies for Veterans Transportation Program staff.
  • Communicates interprets and advises the VAMC leadership and VTS Board of Directors on federal state and VHA policies regulations and procedures directly related to the transportation of Veterans.
  • Provides advice and makes recommendations to the VTS Board of Directors and Associate Director regarding the Transportation program.
  • Performs detailed analysis of workflow and work methods which is used to support recommendations.
Budgetary and Financial Management Analysis:
  • Manages the VAMC transportation budget. analyzes organizational budgets and provides information and recommendations to Associate Director Chief Financial Officer and CBO VTS Program Staff as appropriate including critical budget areas and all Beneficiary Transportation program matters.
  • Performs analysis of budget requests to include techniques such as cost-benefit analysis or exploring alternative methods of funding.
  • Works closely with Acquisitions and Material Management Service/Logistics (A&MMS) to develop Statements of Work and maintain an accurate inventory of all Veteran transportation related equipment and vehicles.

    Qualifications

    To qualify for this position applicants must meet all requirements by the closing date of this announcement 02/03/2026.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year it may not clearly demonstrate you possess one-year time-in-grade as required by the this instance you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

    You may qualify based on your experience and/or education as described below:

    Individual Occupational Requirements (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into this job series and it is something that cant be waived. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for the GS 2101 occupational series applicants MUST possess one of the following:

    Education: Undergraduate and Graduate Education: Major study -- accounting business administration business or commercial law commerce economics engineering finance industrial management statistics traffic management transportation motor mechanics or other fields related to the position.

    or

    Experience: Specialized Experience (for positions above GS-5): Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled. AND
    • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: comprehensive knowledge to analyze and measure the effectiveness efficiency and productivity of administrative and technical aspects of the services provided in Veteran Transportation Program Ability to review and analyze data relative to the Veterans Transportation Program operations and functions (VTP); expert knowledge of VA ride scheduling software and applications within the VTS Program. OR
    • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related with a major study in accounting business administration business or commercial law commerce economics engineering finance industrial management statistics traffic management transportation motor mechanics or other fields related to the Supervisory Mobility Transportation Specialist - Mobility Manager position. Such education must demonstrate the knowledge skills and abilities necessary to do the work of the position. OR
    • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the second year. The education portion must include graduate courses that demonstrate the knowledge skills and abilities necessary to do to the work of the position such as accounting business administration business or commercial law commerce economics engineering finance industrial management statistics traffic management transportation motor mechanics or other fields related to the Supervisory Mobility Transportation Specialist position-Mobility Manager.

    Physical Requirements: The work is primarily sedentary although some slight physical effort may be required. Travel will be required on a periodic basis.
