Job Summary

Summary

This position is located in the Operational Medicine Unit (OMU) Functional Training Operations Division (FTO) Office of the Foreign Affairs Security Training Center (FASTC) Directorate of Training (T) Bureau of Diplomatic Security. You will be responsible for directing and managing the emergency medical training program including strategic planning curriculum development daily operations and overseeing the work of OMU personnel.


Duties

  • Provides leadership advice and guidance to the tactical emergency medical training program for the Foreign Affairs Security Training Center (FASTC).
  • Oversees contracting activities and ensures compliance for personnel and services supporting the training program.
  • Formulates develops and implements OMU program instructional goals objectives strategies procedures short- and long-range work plans schedules and staffing needs to ensure continuity and maximum effectiveness and efficiency of OMU programs.
  • Leads the review of emergency medical lesson plans training materials and instructional methods and recommends improvements in the assigned emergency medical training program in accordance with Bureau training needs and accreditation standards.
  • Evaluates the impact of planned or projected changes in DS programs and associated training requirements on the existing course content for OMUs training programs.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions per 5CFR 300 Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction to successfully perform the duties of the position. Qualifying specialized experience must demonstrate the following:

-Experience developing and implementing specialized tactical emergency medical training plans course materials and instructional methods.

-Experience providing guidance and advice to senior management on long- and short-term strategic planning and mission goals for an emergency medical training program.

-Experience using surveys and course evaluations to identify gaps and recommend improvements for an emergency medical training program in accordance with organizational needs and accreditation standards.

Note: Examples of qualifying specialized experience include: Teaching or instructing in an adult education program secondary school college military installation or industrial establishment in the appropriate field(s); supervising or administering a training program; development or review of training / course materials aids devices etc. and evaluation of training results; or work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

There is no substitute of education for specialized experience for the GS-14 position.

  • Objectivity and fairness in judging people on their ability and situations on the facts and circumstances;
  • Ability to adjust to change work pressures or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to see the job through.
