Job Description
The Capacity Planning Specialist (Headcount Management Specialist) is responsible for analyzing governing and optimizing workforce distribution across multiple sites within the CWS RME network. This role ensures each site aligns with contractual staffing obligations headcount budgets and position-level allowances.
The Specialist will review and approve staffing requisitions oversee mobility requests and partner with senior leaders to ensure staffing decisions support operational needs and client expectations. Success in this role requires strong analytical skills exceptional organization the ability to interpret complex data and contractual documents and confidence in presenting insights to senior leadership.
What Youll Do
- Monitor headcount distribution across multiple sites and ensure alignment with budgeted staffing levels and contractual requirements.
- Review and approve staffing requisitions to ensure compliance with position-level and site-specific staffing allowances.
- Oversee staffing mobility across the network ensuring movements align with budget capacity and contractual guidelines.
- Analyze workforce trends staffing needs and capacity constraints using large and complex data sets.
- Build and maintain workforce and capacity models to support short- and long-term planning.
- Partner with site leaders regional leaders HR and senior leadership on staffing strategies and headcount decisions.
- Interpret and apply contractual language related to staffing levels role definitions and capacity limits.
- Develop and deliver clear concise reporting and recommendations to senior leadership based on data-driven insights.
What Youll Bring
- Bachelors degree in Business Operations HR Finance or related fieldor equivalent experience.
- 3 years of experience in workforce planning capacity management operations analytics or a related function.
- Advanced Excel skills (modeling pivot tables formulas) and strong PowerPoint capability.
- Demonstrated ability to analyze large data sets and translate findings into actionable recommendations.
- Ability to understand and interpret complex contractual documents.
- Strong organizational skills with the ability to manage multiple priorities across a multi-site environment.
- Excellent communication skills including the ability to present insights to senior leadership.
- A strong business backbone with the confidence to push back on staffing decisions that do not align with strategy contractual obligations or budget parameterswhile maintaining collaborative and productive relationships.
Preferred Qualifications
- Experience supporting multi-site operations or distributed workforces.
- Familiarity with Workday or similar HRIS systems.
- Familiarity with Microsoft Power BI.
- Knowledge of capacity planning staffing models or forecasting methodologies.

The compensation that will be offered to the successful candidate will depend on factors such as whether the position is covered by a collective bargaining agreement the geographic area in which the work will be performed market pay rates in that area and the candidates experience and qualifications.
The company will not pay less than minimum wage for this role.
The compensation for the position is: $ 85000.00 - $100000.00
