Job Summary

Introduction:

Ipas Pakistan is an international non-governmental organization (INGO) which works to assist the Government of Pakistan in achieving the countrys commitment towards the Sustainable Development Goal 3 (good health and wellbeing). It seeks to reduce maternal mortality and morbidity associated with complications due to unsafe practices. We collaborate with provincial governments to provide technical assistance and support for strengthening the public and private healthcare system. Ipas is seeking to hire a seasoned qualified and experienced HR Manager to lead the HR function of its country node.

Job Summary:
The Grants & Subawards Manager is responsible for overseeing the full lifecycle of grants and subawards from proposal development to award management compliance oversight and close-out. The role ensures that all grants and subcontracts are administered in line with donor regulations organizational policies and best practices. This position collaborates closely with program finance and monitoring teams to maintain high standards of accountability and performance.

Key Responsibilities

1. Grant & Subcontract Management

  • Lead the end-to-end management of grants and sub-awards including solicitation selection negotiation drafting and execution of agreements.
  • Develop and maintain grants and subcontracting procedures tools and templates.
  • Monitor partner performance and ensure timely submission of deliverables reports and financial documentation.
  • Support partner organizations in understanding donor requirements and organizational policies.

2. Compliance & Risk Management

  • Ensure all grants and subcontracts comply with donor regulations (e.g. UN agencies USAID FCDO EU) national laws and internal policies.
  • Conduct regular compliance reviews risk assessments and partner capacity assessments.
  • Maintain accurate documentation and audit-ready records.
  • Identify gaps in partner capacity and coordinate technical support to address them.

3. Financial Oversight

  • Work with the finance team to review partner budgets financial reports and expenditure tracking.
  • Ensure timely disbursement of funds and review financial reconciliations.
  • Monitor burn rates and flag variances or compliance issues early.

4. Proposal Development & Donor Engagement

  • Contribute to proposal writing budgeting and development of grant-related documentation.
  • Support the preparation of narrative and financial reports to donors.
  • Ensure proper coordination with donors and represent the organization in grant-related meetings as required.

5. Coordination & Capacity Building

  • Provide training orientation and ongoing support to project staff and sub-awardees on grants management processes.
  • Facilitate strong internal coordination between programs finance M&E procurement and operations teams.
  • Strengthen partners institutional capacity in grants finance procurement and compliance.

6. Reporting & Documentation

  • Maintain the grants tracker and ensure real-time updates of commitments disbursements compliance tasks and reporting deadlines.
  • Prepare periodic internal updates for senior management and program teams.
  • Lead grant and subcontract close-out processes.

REQUIREMENTS:

Minimum

  • Advanced qualification in Accounting ACMA Finance Business Administration or related field.
  • Proficient in accounting standards and systems.
  • Minimum 10 years of work experience with at least 3 years experience of managing teams.
  • Strong track record of successful financial management of non-profit organisations with attention to risk management.
  • Substantial experience in financial management of diverse donor-funded projects.
  • Able to lead and work with minimal supervision to consistently perform to a high standard.
  • A proactive professional who takes initiative to improve financial management and administrative systems policies and procedures.
  • Excellent communication skills for motivating influencing and negotiating with internal and external stakeholders for the successful achievement of organisational goals.
  • Strong representation skills for liaison with donors government and regulatory authorities.
  • Proficient in Generally Accepted Accounting Principles and Internal Control Fundamentals
  • Proficient in MS Office ERP and related software applications required for the job function.
  • Up-to-date knowledge of financial management audit and reporting requirements applicable to INGOs in Pakistan.
  • Up-to-date knowledge of taxation rules and regulations applicable to INGOs in Pakistan.
  • Ability to provide sound advice to the country finance manager and senior managers on strategic matters.
  • Ability to maintain confidentiality of data and information.
  • Highly skilled in preparing and managing budgets tracking expenditure and monitoring compliance with donor and organisational policies.
  • Experienced in successfully facilitating internal and external statutory and special purpose audit processes.
  • Excellent oral and written communication skills in English
  • Fluent in written and spoken Urdu
  • Excellent quantitative and analytical skills
  • Strong critical thinking and problem-solving skills
  • Demonstrated project and organizational skills
  • Ability to analyse and interpret data identify/resolve errors and prepare reports
  • Ability to motivate and work well with others
  • Ability to supervise finance/accounting staff previous supervisory experience is a plus
  • Non-profit accounting and fund accounting experience
  • Well organized efficient and able to multitask in a fast-paced deadline-oriented environment

Preferred:

  • CA or ACCA qualification
  • Experience of working in the finance section of INGOs
  • Strong training and mentoring skills
  • Exposure to setting up new accounting ERPs and ability to handle transition to new systems.
  • Experience of ensuring compliance with major donors requirements such as UKFCDO EU AusAid GAC and private trusts and foundations.
  • Experience of conducting financial audits.
